The County of Sacramento Department of General Services (DGS) owns the Boys Ranch Facility located at 14049 Boys Ranch Road, approximately 12 miles south of Folsom and 1 mile west of Scott Road. Historically the site was operated as a youth correction facility but it has been closed in 2010 with minimal maintenance performed. Question Submission Deadline: July 14, 2023, 5:00pm County is currently negotiating a lease of the premises with State of California Department of Forestry and Fire Protection. When executed the site will host operations as it related to fire protection and rescue, emergency response, Fire Fighter training. Wastewater conveyance and treatment is provided by an on-site local collection and facultative pond system that has been operated and maintained by the Sacramento Regional County Sanitation District and Sacramento Area Sewer District (collectively, Districts) for the past several decades. The Districts can no longer provide the support needed so the DGS is issuing this Request for Proposals (RFP) to seek proposals from qualified consultants to perform the operations and maintenance activities as well as the regulatory oversight and advocacy services needed to comply with the Central Valley Regional Water Quality Control Board (Regional Board) permit requirements. The ultimate objective is to execute an agreement with the most qualified proposer to perform operation and maintenance, laboratory testing, and regulatory oversight of the Wastewater Treatment Plant and support DGS needs moving forward.
