The initial 24-month contract, with an option for the Parking Authority to renew for two additional years, would be subject to the annual review and recommendation of the Parking Authority and the satisfactory negotiation of terms, including a price acceptable to both the Parking Authority and the selected firm. The Parking Authority is a public benefit corporation as set forth in NDCC 40-61. Parking Authority members are appointed by the City Commission. As such, the Parking Authority manages its assets from a professional, competitive business perspective while recognizing that the Authority is subject to City Commission oversight as well as City fiscal and legal procedures. The Parking Authority itself has no employees - all property management services are hired on a contract basis. The Property Manager shall be responsible for performing certain services including, but not limited to, those outlined below: o Manage surface parking lots and parking ramps o Manage office and commercial spaces o Lease office and commercial spaces o Coordinate outside services o Provide 24-hour "on call" emergency response o Coordinate capital improvements & repairs o Maintain parking equipment o Prepare operating budgets o Collect and provide to the Authority and City staff data on facility usage o Support monthly Parking Authority meetings (agendas, minutes, notices, etc.) o Coordinate public bids o Coordinate insurance coverage for Parking Authority properties o Prepare budgets & capital asset schedules o Prepare monthly financial reports o Assist annual audit by independent CPA firm o Maintain Parking Authority website. A map of all properties is attached to this RFQ. The facilities managed by the Parking Authority are subject to change, either through acquisition of new properties or disposal of existing properties. The Property Manager shall be responsible for ensuring that City of Bismarck fiscal procedures and requirements are followed by the Parking Authority. The successful firm will be responsible for hiring and supervising all parking-related employees, including maintenance and booth staff. All staff will be employees of the firm, not the Parking Authority. However, actual costs of the employees will be reimbursed by the Parking Authority. All proposals should be submitted as computer files in pdf format, as well as four (4) printed paper copies. Files may be transferred via email to Daniel Nairn at dnairn@bismarcknd.gov.
