Site work and paving for a mixed-use development in Westminster, California. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The City of Westminster is seeking a qualified Design-Build Entity to provide professional engineering design services and construction services for the Little Saigon Gateway Arch Project. The location for the proposed Project is at the intersection of Bolsa Avenue and Weststate Street in Westminster, California. Existing conditions along Bolsa Avenue include three westbound travel lanes, one direct westboundleft-turn lane, three eastbound travel lanes, and a raised center median. Bolsa Avenue is approximately 97 feet from face of curb to face of curb. Attached sidewalk is present along both sides of the roadway and a single bus stop is located along the northern curb. The sidewalk widths are approximately 12 feet on the north side and 7 feet on the south side of the roadway. Streetlights (decorative) are also present along both sides of the road. The installation of foundations and associated structural elements to support a "sign bridge", or arch feature, fully spanning Bolsa Avenue and meeting clearance requirements for public roadways and in compliance with the most current Caltrans standards - or approved alternatives meeting the same requirements. The structure's clear span distance is estimated at 128 feet, with the north foundation anticipated to be placed in the northernmost portion of the sidewalk leaving a minimum of 5 feet clear distance for a pedestrian path of travel. The procurement and erection of materials to comprise the structural elements necessary to span Bolsa Avenue and to support the required artwork. The final detailing and fabrication of artwork to be attached to the support structure. The City will provide approved details of the artwork with plan sheets and supporting digital files. The selected D-BE will be required to provide fabrication and design mounting details to attach the artwork to the backbone structure. Installation of lighting elements within the artwork installation. Coordination with Southern California Edison for new service meter installation. Removal/relocation of existing decorative pedestrian lighting, as needed, on the northern sidewalk of Bolsa Avenue. The construction of a channelization island at the intersection approach of Weststate Street to direct northbound traffic into a right-turn only operation and to create an area for placement of the southern vertical support foundation and its protection elements. Dewatering for the excavation activities, as needed, to support the construction of foundations. Necessary relocation of impacted dry and/or wet utilities. The City will provide available utility plans as requested. The City will obtain and perfect all necessary temporary construction easements. The work to be performed by the selected D-BE will be specified in the design-build contract. The sample agreement will be included as part of the RFP solicitation packet. By submitting a SOQ, the submitter represents that it is qualified and capable of providing the requirements of the Project. The following is a brief overview of the broad services the D-BE will be required to perform if awarded the design-build contract: Provide cost projections/estimates per City requirements, review and confirm the initial budget, and provide continuous cost management to assure the design and construction costs remain within the budgeted cost estimate. Commit to a Guaranteed Maximum Price. Verify the schedule is appropriate for the Project and commit to the negotiated schedule. Develop the concept design deliverables per the City requirements. Develop the construction documents deliverables per the City requirements. Provide design phase services per City guidelines and as necessary to construct the Project. Provide construction planning, phasing, and scheduling, and execution during design and through construction completion and closeout services. Develop and maintain a Project schedule that incorporates all tasks and approvals of all involved parties necessary to complete the Project within the contract durations. Provide quality control and quality assurance. Pay prevailing wages and comply with California prevailing wage laws. Manage and administer the Project construction phase to achieve construction completion within the contract time and budget and with high-quality workmanship. Existing conditions along Weststate Street include one northbound travel lane and one southbound travel lane. Weststate Street is approximately 46 feet from face of curb to face of curb. On-street parking is available on both sides and an attached sidewalk is present on both sides of the roadway Inquiries relating to this Request for Qualifications (RFQ) must be submitted no later than July 13, 2023, to the Assistant City Manger, Adolfo Ozaeta, via email at aozaeta@westminster-ca.gov Last day to submit RFQ questions Thursday, July 13, 2023 Last day to submit RFP questions Thursday, August 17, 2023 Contract commences/Kickoff meeting Thursday, September 21, 2023 The estimated total costs for this Project range from $1,000,000 to 1,150,000. This estimate includes all aspects of work in both the design and construction phases. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
