Pricing is not requested at this stage and should not be submitted. CU reserves the right to waive informalities and to accept or reject any and all responses submitted. Firms responding assume responsibility for all associated costs. August 7 - August 18, 2023: Consultant interviews (optional) August 31, 2023 :Consultant agreement executed City Utilities of Springfield, Missouri is a municipal utility which is a component unit of the City of Springfield, Missouri. City Utilities is engaged in the production and distribution of electricity, distribution of natural gas, the treatment and distribution of water, providing commercially available broadband services and the provision of public transportation services for the City of Springfield, and the surrounding area. Since City Utilities is an agency of a Missouri municipal corporation, the laws of the state of Missouri shall apply and control any contract which is awarded. When the term City Utilities or CU is used in this Professional Selection RFQ, it shall refer to the City of Springfield, Missouri, a municipal corporation, operating its public utilities through the Board of Public Utilities. As of September 30, 2020, City Utilities served approximately 117,000 electric, 84,000 natural gas and 84,000 water customers in the Springfield metropolitan area. As required in Section 16.11 of the City Charter, City Utilities accounting records are maintained in accordance with accounting principles generally accepted in the United States of America for regulated utilities and generally follow accounting policies and procedures established for investor-owned natural gas and electric utilities by the Federal Energy Regulatory Commission (FERC) and for investor-owned water utilities by the National Association of Regulatory Utility Commissioners (NARUC). City Utilities of Springfield is seeking a consultant to perform an Engineering study which considers the source water quality for the Blackman & Fulbright Water Treatment Plants. The recommendations of the study would provide guidance within a report on the best strategies with which City Utilities can continue providing our community with quality water, free from any detectable levels of PFAS while taking into consideration the latest U.S. Environmental Protection Agency (EPA) proposed regulations as well as any unregulated PFAS contaminants present in our source water. The consultant will perform a holistic analysis of our treatment capabilities and provide recommended treatment options. The report should include approximate capital and O&M costs for any adjustments or additions to the current treatment operational procedures and processes. The consultant will also be required to make presentations, one to the water treatment department and a second to the Board of Public Utilities. Consultant is to provide a detailed description of how it would conduct the engagement. Responses should include any information and materials that would contribute to a complete understanding of your qualifications including, but not limited to, the following: 1) Provide a detailed work plan, including a timeline, along with time estimates required for each task. Include any other focus items you feel would be appropriate or necessary to complete this engagement. DO NOT SUBMIT PRICING WITH YOUR RESPONSE. 2) Provide resumes of the individuals your firm would propose to assign to this engagement, highlighting completion and dates of similar past engagements. Include individuals expertise with environmental sampling and analysis, risk assessment and remediation. Also provide information on laboratories and analytical methodologies to be used in the process. 3) Provide applicable references for which a similar engagement has been completed by the individuals proposed for this project. Include scope, project description, company name, date of engagement, contact name, and phone number. 4) Provide general information on your company. This should include company location, when the company was founded, total number of employees and number of employees performing this type of work. Provide information on which office/location the majority of the work will be conducted and if you have any local offices. City Utilities reserves the right to waive any informalities and to accept or reject a part or all of any proposal received for any reason deemed appropriate including, but not limited to, rejection of the project manager or specific team members assigned by the consultant. 5) Provide any and all contracts and/or agreements which may be required for this engagement. Basis of Selection A committee will evaluate responses to this RFQ to identify a firm that is best equipped to fulfill CUs needs. Determining factors associated with consultant selection will be at the sole discretion of City Utilities. City Utilities may consider any factor it deems relevant including, but not limited to: [30%] The expertise and availability of consultants personnel assigned to the project. [30%] Applicable experience and history of studies of similar scope and subject by the consultant. [40%] Project understanding and approach as presented in the proposed project plan including time frames for completion of study. Following completion of the Request for Qualifications, CU may conduct interviews with select consultants at CU premises (if possible). As a result of these interviews and the criteria outlined in the specifications, a contract for services will be awarded to the best and most qualified consultant. CU intends, but does not guarantee, to execute a (2) year contract with the winning consultant. The method of Contractor Selection has not been Determined at this time.
