Renovation of a water / sewer project in Concord, California. Working plans call for the renovation of a water / sewer project.
This Invitation to Bid (ITB) is being issued by the Contra Costa Water District (District) for vendors and/or firms interested in Bollman Water Treatment Plant Roof Replacements. The vendor is to provide roof replacement services for (4) roofs at the Ralph D. Bollman Water Treatment Plant located at 2015 Bates Avenue, Concord, CA. The District specifically reserves the right to reject any or all bids, to make any awards or any rejections in what it alone considers to be in the best interest of the District, and to waive any irregularities in the bids. The District does not obligate itself to accept the lowest bid and specifically reserves the right to reject any or all bids or the District will accept any bid or combination of bids considered most favorable. The District has initiated an insurance compliance program. This program requires all companies providing products and services to the District to have in place insurance coverage prior to the issuance of any contract. Once the most responsive response has been established, that vendor will have until 30 days after selection, to provide all required insurance documents per the samples provided and register with the District's insurance compliance tracking system, MyCOI. Failure to provide this insurance documentation will result in the District considering this bid or response to be non-responsive. Business licenses will be verified with the issuing agencies and references will be checked. The District reserves the right to hire a primary and secondary contractor in the event the primary contractor cannot respond in a timely manner. The District has included the Bid/Bid General Provisions (Attachment C) to help explain the District's bid and bid process. Per District Administrative Procedure XII-4 entitled Equal Employment Opportunity; Prohibition of Discrimination, Harassment, Retaliation, and Abusive Conduct, the District is an equal employment opportunity employer. Pursuant to Section 1770, et seq., of the California Labor Code, the successful bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of the California Department of Industrial Relations. Copies of such prevailing rate of per diem wages are on file at the office of the Purchasing Officer, where copies will be made available during normal working hours to any interested party upon request, or Bidders may prefer to obtain the current prevailing rate of per diem wages directly from the website maintained by the California Department of Industrial Relations (California Department of Industrial Relations ). Submission of a bid constitutes acceptance of the District's Purchase Order Terms and Conditions (Attachment E). The attached bid requirements must be completed and provided by the respondent. The information will be the basis for evaluation of cost between respondents and will be the basis for actual charges for services performed under the terms of this contract. The District does not obligate itself to accept the lowest cost bid or any particular bid, and specifically reserves the right to reject any or all bids, to make any awards or any rejections in what it alone considers to be in the best interest of the District, and to waive any irregularities in the bids. Questions concerning the Bollman Water Treatment Plant Roof Replacements should be directed to Brian K. Jackson at bjackson@ccwater.com, referencing ITB# 2420 and be received by 10:00 a.m., Wednesday, July 19, 2023. Responses to all questions received will be published on the District website as an Addendum to the ITB on Friday, July 21, 2023. Bid Item 1 - Replace Operations Building Roof o Remove existing built-up roofing and insulation, remove from jobsite, and dispose of in accordance with all applicable regulations and the 2013 Edition of the Uniform Building Code. o Furnish and install one (1) layer of 1.75" polyisocyanurate rigid roof insulation, fully adhered using manufacturer's recommended adhesive over the existing lightweight insulating concrete. o Remove existing sheet metal coping prior to removal of the existing built-up roofing system, and reinstall upon completion of the new roof membrane. o Furnish and install new crickets fabricated from tapered insulation to alleviate water ponding that currently occurs near the roof perimeter. o Install (1) layer of 1/4 -inch rigid roof insulation coverboard, fully adhered using manufacturer's approved adhesive. o Furnish and install 60-mil single-ply roofing, mechanically attached over the rigid roof insulation fully adhered with manufacturer's approved adhesive, seams heat-welded to provide a watertight roof system. o Flash all pipe and vent penetrations using prefabricated pipe boots and split pipe flashings, heat-welded to the new single-ply membrane with the tops sealed using a stainless-steel clamp and sealant. o Apply 60-mil unreinforced TPO detail membrane to all base flashings and parapet walls o Install walkway protection pads in the existing layout locations. o Upon completion of the new roof system, perform a water test at the existing roof drains. Notify the District if any clogged drains are located. Bid Item 2 - Replace Ozone Generation Building Roof o Remove existing single-ply roofing and existing DensDeck coverboard, remove from jobsite, and dispose of in accordance with all applicable regulations and the 2013 Edition of the Uniform Building Code. o Furnish and install one (1) layer of 2.6" polyisocyanurate rigid roof insulation, mechanically attached using insulation plates and screws. o Furnish and install new crickets fabricated from tapered insulation to alleviate water ponding that currently occurs near the roof perimeter. o Install (1) layer of 1/4 -inch rigid roof insulation coverboard, fully adhered using manufacturer's approved adhesive. o Furnish and install 60-mil single-ply roofing, mechanically attached over the rigid roof insulation fully adhered with manufacturer's approved adhesive, seams heat-welded to provide a watertight roof system. o Flash all pipe and vent penetrations using prefabricated pipe boots and split pipe flashings, heat-welded to the new single-ply membrane with the tops sealed using a stainless-steel clamp and sealant. o Apply 60-mil unreinforced TPO detail membrane to all base flashings and parapet walls. o Install walkway protection pads in the existing layout locations. o Upon completion of the new roof system, perform a water test at the existing roof drains. Notify the District if any clogged drains are located. Bid Item 3 - Replace Low Lift Pump Station Roof o Remove existing gravel surfacing and built-up roofing, remove from jobsite, and dispose of in accordance with all applicable regulations and the 2013 Edition of the Uniform Building Code. o Remove existing sheet metal coping prior to removal of the existing built-up roofing system, and reinstall upon completion of the new roof membrane. o Install (1) layer of 1/4 -inch rigid roof insulation coverboard, fully adhered using manufacturer's approved adhesive. o Furnish and install 60-mil single-ply roofing, mechanically attached over the rigid roof insulation fully adhered with manufacturer's approved adhesive, seams heat-welded to provide a watertight roof system. o Flash all pipe and vent penetrations using prefabricated pipe boots and split pipe flashings, heat-welded to the new single-ply membrane with the tops sealed using a stainless-steel clamp and sealant. o Apply 60-mil unreinforced TPO detail membrane to all base flashings and parapet walls. o Upon completion of the new roof system, perform a water test at the existing roof drains. Notify the District if any clogged drains are located. Bid Item 4 - Replace 5 kV Substation Roof o Remove existing single-ply roofing and existing DensDeck coverboard, remove from jobsite, and dispose of in accordance with all applicable regulations and the 2013 Edition of the Uniform Building Code. o Remove existing sheet metal coping prior to removal of the existing built-up roofing system and reinstall upon completion of the new roof membrane. o Install (1) layer of 1/4 -inch rigid roof insulation coverboard, mechanically attached in accordance with manufacturer's recommendations. o Furnish and install 60-mil single-ply roofing, mechanically attached over the rigid roof insulation fully adhered with manufacturer's approved adhesive, seams heat-welded to provide a watertight roof system. o Flash all pipe and vent penetrations using prefabricated pipe boots and split pipe flashings, heat-welded to the new single-ply membrane with the tops sealed using a stainless-steel clamp and sealant. o Apply 60-mil unreinforced TPO detail membrane to all base flashings and parapet walls. o Install walkway protection pads in the existing layout locations. o Upon completion of the new roof system, perform a water test at the existing roof drains.
