City of Winkler WTP Upgrades Treatment Equipment Supply Question Deadline: Sun Jul 23, 2023 4:00:00 PM (CDT) Duration in months: 24 The Manitoba Water Services Board requests your proposal for the supply and related support services for a Water Treatment System Package for the City of Winklers Water Treatment Plant Upgrades, to be located in the City of Winkler, Manitoba, Canada. ii) Upon the completion of a review of proposals received, it is the intent of the MWSB to select the Water Treatment System Package from the successful Proponent and incorporate it into the overall general contract for the City of Winklers Water Treatment Plant Upgrades, project.. iii) The overall general contract is the City of Winklers Water Treatment Plant Upgrades, anticipated to be go for tender in October 2023 and awarded in November 2023. The contract referred to in this RFP concerns the supply contract of equipment within this project. iv) The target date for delivery of the Equipment Suppliers equipment to site is June 2024, or sooner. v) This Request for Proposal (RFP) is for the supply of a 112 L/sec (Total Treated Capacity) treatment process equipment which will include a greensand filtration process and dualtrain Reverse Osmosis (RO) membrane treatment. 100% of the raw water will pass through the greensand filters to remove manganese and coprecipitation arsenic with iron. 75% of the greensand filtrate will then pass through RO membranes with the other 25% blending with the RO permeate. RO membranes are to remove hardness, TDS, and chlorides. vi) The design intent is to achieve a minimum recovery rate of 90% through the RO membranes, with design considerations to increase this to 95% or more recovery through commissioning trials. vii) Source water for the plant is a blend of fresh and brackish water supplied from ten (10) remote wells. This results in elevated levels of hardness, iron, manganese, arsenic, chlorides, and total dissolved solids (TDS). These parameters may differ based on the fresh/brackish water blend rate. RO membrane design must consider a flexible treatment strategy for the range of blend options that vary the parameters. viii) The water treatment system supplied under this proposal will be prepiped and prewired RO skids to the fullest extent practicable with CIP equipment, instrumentation and panels shipped loose or on skid. (The Goods). a) The Goods supplied under this proposal will be field installed by others. ix) The supplier will provide two off-skid prefilters to the specifications provided. These two filters will be added to the existing RO Pre-filtration skid that will remain in service. i.e. the RO skids will not include on-skid prefilters (The Goods). a) The Goods supplied under this proposal will be field installed by others. x) The greensand filters are shipped lose with control valves and instrumentation, and all face piping will be supplied by others. The filters shall be supplied with electric actuated valves, air scour blower, instrumentation, and controls for a fully functioning package (The Goods). a) The Goods supplied under this proposal will be field installed by others. xi) The Proponent may also complete their own pilot testing of the greensand filtration process with RO (or just RO after existing greensand filters) in their scope of work. This is an opportunity to demonstrate performance and efficacy of the technology against the Proponents written Process Guarantee and stated operation and maintenance requirements. Proponent to supply a Performance Pilot Cost in their Proposal and tender tab. xii) The MWSB will authorize the successful Equipment Supplier to prepare a detailed set of shop drawings and equipment supply lists for the Engineer to incorporate into the overall design of the City of Winklers Water Treatment Plant Upgrades, project. a) Time is of the essence for the delivery of Priority Shop Drawings and equipment for the timely completion of this project. Late deliveries may incur liquidated damages. b) Shop drawing preparation will be completed prior to the completion of any Proof Pilot Testing, as a means to expedite the project delivery. Proponents are welcome to propose alternative methods to expedite project delivery. c) It is anticipated that the supplier will provide a series of Priority Shop Drawings for the Engineer to continue with WTP design. Non-priority shop drawings which are not detrimental to plant design could be submitted at a later date as noted. xiii) The new treatment equipment shall be installed in the new WTP expansion to the existing water treatment building. The new building size is limited, and suppliers must provide equipment per the specified size constraints to fit in the limited floor space. The Proponent is encouraged to propose an optimized system that takes the most advantage of floor space. a) The existing treatment equipment will operate during the construction of the new WTP facility addition. The treatment equipment will be phased in with the new greensand filters and one RO train going into operation before the existing RO and greensand filters can be removed to make space for the second RO train. xiv) The Proponent shall provide supervisory personnel to witness, coordinate, and provide all necessary instructions to ensure satisfactory offloading, storage and installation within the WTP. Also included is the programming, testing and commissioning of the Goods supplied. The Prime Contractor will provide all necessary labour and equipment to offload, position and install the Goods under the supervision of the Treatment Equipment. Liquidated Damages have been set at $500 per working day in the Prime Contractors Contract with the MWSB. The MWSB reserves the right to reject any or all proposals, to waive irregularities, to reject proposals considered as nonresponsive to this Request for Proposal documents and generally to act in the MWSBs best interests. The Proponent shall provide a written statement with the proposal confirming that they will cover the Prime Contractors costs to provide a 100% Performance Bond to the end of the Substantial Performance
