County - Campbell Route - KY-8 Item No. - 6-1086.00 Project Description - Replace the 4th Street Bridge (B059B00037N) over the Licking River between Covington and Newport User Division - Construction Approximate Fee - $4,500,000 Construction Engineering & Inspection (Specific Rate of Compensation) Project Funding - NH funds (Federal Funds) Project Length - Approximately 0.252 miles First Selection Meeting: August 7, 2023 Final Selection: August 23, 2023 Pre-Design Conference: August 30, 2023 Consultant Fee Proposal: September 8, 2023 Contract Negotiations: September 20, 2023 Notice to Proceed: October 11, 2023 This document constitutes a Request for Proposals for a Professional Service Contract from qualified individuals and organizations to furnish those services as described herein for the Commonwealth of Kentucky, Department of Highways. The Kentucky Transportation Cabinet (KYTC) is pursing completion of a KY-8 Licking River Bridge Replacement project in Campbell and Kenton Counties. The project is being delivered using the Progressive Design-Build method, and the Design-Build Team (DBT) has been selected. The KY-8 Licking River Bridge serves as a critical connection for vehicular, pedestrian, and bicycle traffic between Covington and Newport. On-going and planned development in both cities will require an efficient route to provide safe connections for commuters, freight, deliveries, pedestrians, and bicycles. This project will include a Bridge Architect as part of the DBT, to help deliver a bridge that is not only safe and functional, but one that is also visually appealing and fits within the context of the surrounding areas. The replacement structure will lift the current weight restriction limiting opportunities for vehicles like buses to cross the bridge, opening options for mass-transit for the local communities. Bridge type selection is expected to occur in the Fall of 2023. Construction activities will begin by October of 2023. Construction is expected to complete by December 31st, 2028. The construction contract will be awarded separately by KYTC Construction Procurement. The Consultant team shall include a DBE Participation Plan with their Response to Announcement to help the Department meet the 11.95% DBE goal established by FHWA.
