County - Jefferson Route - KY-61 Item No. - 5-80205.00 Project Description - Improve safety, reduce congestion, and improve multi-modal transportation options along KY-61 from Commerce Crossings Drive (MP 1.395) to Briden Avenue (MP 8.400) including the I-264 (Watterson Expressway) and I-265 (Gene Snyder Freeway) interchanges. User Division - Planning Approximate Fee - $340,000 Planning Study (Lump Sum) Project Funding - STP Funds (Federal Funds) Project Length - Approximately 7.005 miles First Selection Meeting: August 7, 2023 Final Selection: August 23, 2023 Pre-Design Conference: August 30, 2023 Consultant Fee Proposal: September 8, 2023 Contract Negotiations: September 20, 2023 Notice to Proceed: October 11, 2023 This document constitutes a Request for Proposals for a Professional Service Contract from qualified individuals and organizations to furnish those services as described herein for the Commonwealth of Kentucky, Department of Highways. The purpose of this project is to improve safety, reduce congestion, and improve multi-modal transportation options along KY-61 from Commerce Crossings Drive to Briden Avenue including the I-264 (Watterson Expressway) and I-265 (Gene Snyder Freeway) interchanges. The KY-61 corridor from Commerce Crossings Drive to Briden Avenue had four roadway segments ranked in the top 40 of the highest roadway crash segments in the KIPDA MPO area for Kentucky (Bullitt, Jefferson, and Oldham Counties) based on recent KIPDA crash data. These are: KY-61 from Blue Lick Road to Outer Loop, KY-61 from Fern Valley Road to East Indian Trail, KY-61 from Gilmore Lane to Grade Lane, and KY-61 from Outer Loop to McCawley Road. Additionally, the following intersections have been identified by KIPDA as being high-crash intersections: KY61/Grade Lane, KY-61/E Indian Trail, KY-61/KY-1747, and KY-61/KY-1065. In addition, Louisville Metro Government (LMG) is working with the Preston community to develop a plan to guide future growth and redevelopment. Limits of their study (underway with expected completion 7/23) are from Bullitt County to the Ohio River. The LMG Study can be expected to identify desired transportation improvement concepts that may be considered fully or in part as transportation needs within KYTC project corridor. The Consultant team shall include a DBE Participation Plan with their Response to Announcement to help the Department meet the 11.95% DBE goal established by FHWA KYDOT - RFP - Replace the 4th Street Bridge
