Renovation of a residential development in Penns Grove, New Jersey. Completed plans call for the renovation of a residential development.
By submission of a Bid, the Bidder agrees, if its Bid is accepted, to enter into a contract with the Housing Authority in the form included in the contract documents to complete all work as specified or indicated in the contract documents for the contract price and within the contract time indicated. The Bidder further accepts all of the terms and conditions of the Invitation For Bid (IFB) including without limitation those dealing with deposit of Bid guarantee. The Bid shall remain open for a period of sixty (60) calendar days from the date of the bid opening. The bids must be independently arrived at, and shall be prepared in accordance with the instructions to Bidders that are part of the bid specifications. Each bidder must visit the site of the proposed work to fully acquaint himself with conditions as they exist so that he/she may fully understand the facilities, difficulties, and obstruction attending the execution of work under this contract. All Bidders are required to attend the pre-Bid conference and visit the site. The Bid price shall be submitted using the forms provided in the Project Manual. Unless otherwise specified, all prices shall be on a firm-fixed-price basis and are not subject to adjustment based on costs incurred. Bidders should be advised that, prior to award of any contract, the Housing Authority reserves the right to conduct a pre-award survey for the purpose of determining the Bidder's responsibility and capacity to perform the contract. This survey may include review of subcontracting agreements, financial capacity, and quality of work performed on other contracts. All Bids must be signed and dated. If a joint venture is submitting the Bid, each joint PN-1 venturer must sign the Bid. Late Bids will be unopened and returned to the Bidder. Questions regarding the IFB should be directed to the office of the Architect. It is the sole responsibility of the bidder to ensure the completeness and accuracy of the documents received. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. Each bid MUST BE ACCOMPANIED BY A BID BOND duly executed by the Bidder as principal and having as surety thereon a surety company approved by the Owner in an amount NOT LESS THAN (10%) OF THE AMOUNT OF THE BID, BUT IN NO CASE IN EXCESS OF $20,000.00, PURSUANT TO N.J.S.A. 40 A: 11-21. In addition, and pursuant to N.J.S.A. 40A:11-22, each bid MUST ALSO BE ACCOMPANIED BY A CERTIFICATE FROM A SURETY COMPANY STATING IT WILL PROVIDE BONDS BASED ON SAID ADVERTISEMENT FOR SPECIFICATIONS and must be delivered on or before the time designated. complete all the work shown or specified within One Hundred and Fifty Four (154) consecutive calendar days from the date of a Notice to Proceed
