Notice is hereby given that bids are being solicited by the county of placer to furnish all labor, materials, equipment, tools, tax, and services necessary for the 2023 roadway surface treatments. The work consists generally of the placement of type 2 microsurface and asphalt rubber chip seal and associated items on approximately 6.7 miles of county roads located in western placer county, and other items and details, not mentioned above, that are required by the plans, specifications or the special provisions. The engineer's estimate for the work will be: $500,000 The number of working days for this project is 30. Bids shall be submitted in accordance with the scope of work, terms, conditions, and requirements contained in the bid invitation and associated attachments. Construction license: the successful bidder must possess at all times, at minimum, a valid california class a license or california class c licenses which constitutes a majority of the work. Question Deadline: Thu Jul 20, 2023 5:00 PM (PDT) County reserves the right to reject any or all bids and to waive any irregularities in bids. In accordance with california public contract code section 20129, all bids shall be accompanied by bid security. The bid security may consist of cash, cashier's check made payable to the county, certified check made payable to the county, or a bid bond executed by an admitted surety insurer made payable to placer county. The amount of the bid security shall not be less than ten percent (10%) of the total amount of the bid. For the purposes of this section, "The amount of the bid" does not include alternates, if any. The signature of the surety on the bid bond shall be notarized and accompanied by a duly authorized power of attorney as evidence of his/her authority, if executing as attorney-in-fact for the surety. The cash, cashier's check, certified check or bid bond shall be given as a guarantee that the successful bidder will enter into a written contract within ten (10) days after being requested to do so and will be considered as the stipulated amount of liquidated damages in the event the bidder is unable to or refuses to execute a contract for the work. Upon an award to the successful bidder, the security of unsuccessful bidders shall be returned in a reasonable period of time. If the bidder elects to submit an electronic bid response, the following documents must be attached to the electronic bid response Bid security election form (required for all electronic submissions) Scanned copy of the bidder's executed bid bond (required if not submitting cash, cashier's check, certified check or digital bid bond). Scanned copy of cashier's check or certified check (required if not submitting a bid bond, digital bid bond or cash). Digital bid bond (required if not submitting cash, cashier's check, certified check or scanned bid bond) Power of attorney (required for bid bonds if signature of surety is executing as attorney-in-fact for the surety) Notary documentation (required for all bid bonds) The cash, original cashier's check, original certified check, or original executed bid bond must be received at the office of procurement services at 2964 richardson drive, auburn, ca 95603, not later than 48 hours after the bid closing time, excluding weekends and county holidays. Bid security shall be submitted in a sealed envelope addressed to the procurement address above with the project name and bid number identified. The security type submitted by the bidder must match the security type indicated by the bidder on the bid security election form. Mismatched security types or failure to submit the required information by the deadline specified above will render your bid non-responsive. The information on the original bid bond including, but not limited to, surety, dates, names, signatures, power of attorney and notary documentation must match the information on the bid bond copy that was submitted with the electronic bid response. Discrepancies between the original bid bond and copy may render your bid non-responsive. Hard copy bid submissions: if the bidder elects to submit a hard copy bid response, the bid security (cash, cashier's check, certified check or original executed bid bond) must be enclosed with the sealed bid. Bidders who submit hard copy bid responses in lieu of electronic bid submissions are not required to submit the bid security election form.
