The Virginia Department of Transportation (herein referred to as "VDOT") is soliciting bids from qualified firms to provide various types of equipment with experienced drivers/operators to perform Emergency Snow and Ice Removal Operations on Interstate 95 in Caroline, Spotsylvania and Stafford Counties located within the VDOT Fredericksburg District, in accordance with specifications contained herein on an as-needed basis. The successful Contractor(s) shall furnish Snow and Ice Removal Services upon request by VDOT Fredericksburg District for Interstate 95 in the following Lots listed from Mile Marker (MM) to Mile Marker to include Ramps and Collector Roads within these Lots: Lot 1 Caroline County: o Zone 1 MM 98 to MM 110; to include Exit Ramp 104 o Zone 2 MM 104 to MM 118; to include Exit Ramp 110 Lot 2 Spotsylvania County: o Zone 1 MM 110 to MM 126; to include Exit Ramp 118 o Zone 2 MM 118 to MM 130; to include Exit Ramp 126 Lot 3 Stafford County: o Zone 1 MM 126 to MM 136; to include Exit Ramp 130 o Zone 2 MM 133 to MM 143; to include Exit Ramps 136 and 140 o Zone 3 MM 140 to MM 150; to include Exit Ramps 143 and 148 o Zone 4 MM 136 to MM 126 Local Lanes and North-Bound Collector (CD) Road; to include Exit Ramp 133; CD Road at Exit 133 VDOT reserves the right to utilize any equipment on this contract in emergency situations to assist other areas within the Fredericksburg District at the contract prices with no additional markups. If requested to assist other areas, travel time for each piece of equipment from the interstate to the requested locations and the return trip back to the interstate will be paid at the contract hourly operational rate. PERIOD OF CONTRACT(S): The Initial Term of this Contract will be for five (5) years from the Date of Award with two (2) successive two (2) year renewal options. Reminder to Bidders: This solicitation includes the requirement for the Bidder to submit a Small Business Subcontracting Plan (SBSP) Attachment C with the electronic bid response in eVA. Bidders selecting "I Plan To Complete All Work" box must be certified as a small/micro business by the Commonwealth of Virginia, Department of Small Business and Supplier Diversity (DSBSD) by the due date of this solicitation to participate in the SWaM Program. If the Bidder is not a DSBSD-certified small business, the "I Plan To Use Subcontractors" box must be selected and the Bidder shall identify the portions of the contract that will be subcontracted to DSBSD-certified small business for the initial contract period and any subsequent renewal periods. The issuing office shall determine whether any addendum should be issued as a result of any questions or other matters raised. Provide questions no later than 5:00 PM on July 13, 2023. The purpose of this conference is to allow potential bidders an opportunity to present questions and obtain clarification relative to any facet of this solicitation. Due to the importance of all bidders having a clear understanding of the specifications/scope of work and requirements of this solicitation, participation at this teleconference will be a prerequisite for submitting a bid. Bids will only be accepted from those bidders who are represented at this prebid conference. No one will be admitted after 11:05 AM EST. If you plan to participate in the Mandatory pre-bid teleconference you must provide the following information via email to Kristy.Jeter@vdot.virginia.gov no later than 5:00 PM EDT on July 17, 2023. o Solicitation Number and Title o Company Name and Address o Representative Name, Phone Number, Email Address. At the start of the conference the Contract Officer will conduct a roll call to identify the individuals participating on the call. Participants will be requested to provide their names, company and contact information during the roll call. Participants who did not provide their information in advance will be requested to provide their name, company and contact information during the roll call. Bids will only be accepted from those Bidders who are represented and make their participation known to the Contract Officer during the teleconference roll call. Payment will be made, in accordance with the Virginia Prompt Payment Act, within 30 days after receipt of valid invoice and verification of satisfactory completion of work. Invoices shall be submitted to the address listed below for all items completed within the designated billing period. Payment will be made via check, ACH, or EDI. Payment may also be made via P-Card for invoices within the P-Card limit if the Contractor accepts the State's Small Purchase Charge Card.
