Renovation of a laboratory facility in Manhattan, Kansas. Completed plans call for the renovation of a laboratory facility.

Scope of Work The contractor is to remove and dispose of an existing end cut wood flooring and replace with government procured porcelain tile on the NBAF Campus. The National Bio and Agro-Defense Facility (NBAF) is seeking a company with extensive knowledge and expertise installing ceramic tile and subflooring. NBAF is designed to contain BSL-2 through BSL-4 research studies. Contractors associated with modification of the facility should fully understand the construction types and construction methods associated with these facilities. The campus is currently operating and dust mitigation during demolition and install of new flooring system is required. Downtime between removal of the existing flooring and installation of the new one shall be kept to a minimum. The facilities will be occupied during this work. The NBAF campus address is 1980 Denison Ave. Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed. Contractors must be registered to attend the site visit. If Contractors are not registered, they will not be permitted on the site visit. (End of Provision) L.10 INSTRUCTIONS FOR THE PREPARATION OF PROPOSALS PROJECT INFORMATION PROJECT TITLE: Replace Flooring at NBAF, Manhattan, KS PROJECT LOCATION: Manhattan, KS NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM CODE: (NAICS): 238330 SMALL BUSINESS SIZE STANDARD: $19.0M This procurement is a solicitation competed in accordance with FAR Part 15 Contract by Negotiation and FAR Part 36 Construction Contracts, Total Small Business set aside. Solicitation documentation and any issued amendments will be posted to https://www.SAM.gov . This is the only official location where these documents can be obtained and where updates are posted. No 'hard copy' solicitation materials are available. Submission shall emailed to david.reynolds2@usda.gov with the subject line "RFP 12805B23R0030." It is the Contractor's responsibility to ensure the Government is in receipt of the proposal by the deadline. Contractors shall not wait until the last minute and assume the email will be received by the Government before the time of closing. Offerors shall provide all requested information referenced in this section. Failure to provide all requested information will result in the proposal being found non-responsive, thus ineligible for award. PROPOSAL SUBMISSION DOCUMENTS: Transmittal Summary Letter. A summary cover letter to the submission should provide at a minimum the following (i) Identification of the Point of Contact, current phone number, and email address. (ii) SAM UEI Number, CAGE Code, Tax Identification Number (iii) A list of the submission package contents. Value range $500,000 and $1,000,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The Contract duration for this project is 90 calendar days from Notice to Proceed issued by Contracting Officer.
