Renovation of a water / sewer project in Moline, Illinois. Completed plans call for the renovation of a water / sewer project.

The project consists of demolition, removal, and installation of an existing steam boiler as well as one (1) alternate bid item. The WTP is equipped with two Cleaver-Brooks packaged water tube design gas fired boilers. One of these boilers has failed and is out of service. In addition to demo and replacement of the failed boiler, work also includes piping, associated electrical, controls and mechanical equipment. The remaining boiler shall remain operational while demolition and installation work occurs. All work shall comply with OSHA requirements. Alternates include: Alternate 1 - Demolition and Replacement of the Second Boiler The city would like pricing to demo and replace both boilers. This alternate would include staging this work to ensure that a boiler is always in operation. Bids will be received for a single prime Contract. Bids shall be on a lump sum basis. Scope of work to be completed: Disconnect, remove and dispose of the existing Cleaver Brook boiler. Modify the existing concrete pad to accommodate the new boilers footprint. Provide, set, and assemble a new Weil McLain model-BG1894SF (or preapproved equal) steam boiler with power burner, gas train, water level controls, and pressure operating controls on the modified pad in the boiler room. Modify the existing natural gas piping in the boiler room and connect it to the new boiler gas train. Modify the existing electrical conduit and power wiring in the boiler room and connect it to the new boiler. Provide and install a new combustion stack from the boiler out through the roof to its termination. Flash the new boiler stack into the existing roof of the boiler room. Provide and install new near piping for the new boiler. Piping to include: Steam header, Condensate return, Hartford loop, Water level controls, Steam pressure operating controls and safeties, Skimmer and blowdown valves and piping. Modify and install a new steam main piping connection to the existing building steam piping. This piping is to include a float and thermostatic steam trap for the end of header drip. Provide and install fiberglass insulation on the new and modified steam piping. The insulation is to match the current energy efficiency code requirements for thickness. Provide and install control wiring for the new boiler. Integrate the new control into the existing boiler master controls. Fill and flush boiler to remove installation contaminates. Start-up of the boiler power burner. Skim the new boiler to improve water surface tension for steaming. Fees Contractors shall provide a lump sum fee to complete the base scope. Contractors shall submit an alternate additional fee to complete replacement of both boilers. A contract shall be developed based on the scope and fee established in this bid process. Training The City anticipates 5-6 City employees be trained in operate and maintain the new boiler. Training should be provided by contractor in three (3), three (3) hour sessions. Digital O&M manuals must be provided at completion of work Additional Information Contractor may provide any additional information the Contractor feels will assist the City in their evaluation of the Contractor's proposal. INSTRUCTIONS FOR PROPOSAL SUBMISSION Qualified Contractors interested in performing the work described in this document should submit a minimum of the following information to the City. A proposal that does not include all of the information required may be deemed incomplete and is subject to rejection. Responses must include all of the items listed below, in the order listed: Contractor Information and Experience The Contractor should provide the following information: Primary contact information for the company including contact name(s) and title(s), mailing address(s), phone number(s), and email address(s). Certification of the firm's commitment to following water treatment plant security protocols. A lump sum cost proposal for completion the project scope. Certification of firm's commitment to non-discrimination. INSURANCE REQUIREMENTS 1. The Contractor will provide, from insurance companies acceptable to the City, the insurance coverage designated hereinafter and pay all costs. Before commencing work under this bid, the Contractor shall furnish the City with certificates of insurance showing the type, amount, class of operations covered, effective dates and date of expiration of policies, and containing substantially the following statement: "The insurance evidenced by this Certificate will not be cancelled or materially altered, except after ten (10) days written notice has been received by the City of Moline." In case of the breach of any provision of the Insurance Requirements, the City, at its option, may take out and maintain, at the expense of the Contractor, such insurance as the City may deem proper and may deduct the cost of such insurance from any monies which may be due or become due the Contractor under this Agreement. The City, its officers, agents and employees shall be named as additional insureds on the Contractor's general liability and automobile liability insurance policies for any claims arising out of work performed under this Agreement. 2. Insurance coverages shall be as follows: A. Workers' Compensation & Employer's Liability. The Contractor shall maintain during the life of the resulting agreement for all of the Contractor's employees engaged in work performed under this agreement: 1. Workers' Compensation insurance with statutory limits as required by Illinois law. 2. Employer's Liability insurance with limits of $100,000 per accident, $500,000 disease aggregate, and $100,000 disease each employee. B. Commercial General & Vehicle Liability. The Professional shall maintain during the life of this Agreement such commercial general liability and automobile liability insurance as will provide coverage for damage claims of personal injury, including accidental death, as well as for claims for property damage, which may arise directly or indirectly from the performance of work under this Agreement. Coverage for property damage shall be on a "broad form" basis. The amount of insurance for each coverage, Commercial General and Vehicle, shall not be less than $500,000 combined single limits for bodily injury and property damage. In the event any work is performed by a subcontractor, the Professional shall be responsible for any liability directly or indirectly arising out of the work performed under this Agreement by a subcontractor, which liability is not covered by the subcontractor's insurance.
