Site work, paving and renovation of a municipal facility in Norwalk, Connecticut. Completed plans call for site work for a municipal facility; for paving for a municipal facility; and for the renovation of a municipal facility.

Project scope includes, roofing replacement, siding replacement, paving and sealing, window replacement, fencing replacement, carpentry and painting, and lighting replacement. Each bid item will be awarded separately according to the lowest responsible bidder protocols. Multiple bid items may be awarded to the same bidder. This project is funded through CT DECD and subject to all DECD bidding and contracting requirements. This is a prevailing wage project. Question Deadline: 07/20/2023 at 5:00 PM ET Questions: Must be directed in writing to, Stephen Ivan, Housing Development Project Manager, sivan@norwalkct.org. All questions and responses will be addressed via addendum that will be posted to the above website link. Responses to questions will be posted by the end of the day on 7/21/23. DECD Grantees must require bid bonds (5% minimum) for contracts exceeding $50,000 or subcontracts exceeding $50,000 (C.G.S. 49-41). DECD Grantees must require a Performance Bond for contracts exceeding $25,000 or a subcontract exceeding $50,000 (C.G.S. 49-41). DECD Grantees must require a Labor & Material Payment Bond for contracts exceeding $100,000. If a construction manager is employed, each subcontract exceeding $100,000 shall be bonded or a certified check required. (25% of the work with DAS certified Small and Minority owned businesses and 25% of that work with DAS certified Minority, Women and/or Disabled owned businesses.) The contractor must demonstrate good faith effort to meet the 25% setaside goals. Damages due to Contractor's delay are difficult to determine and accurately specify so the Owner shall determine the most accurate amount of liquated damages for the project subject to DECD concurrence prior to bidding. The Agency reserves the right to reject any and all proposals submitted, to request additional information from all proposers and to negotiate with one or more of the finalists regarding the terms of this engagement. The Agency also reserves the right to retain the proposals, use any ideas contained in the proposals and is not obligated in any manner to reimburse the proposers for the costs incurred in connection with responding to this Request for Proposals. ts regarding the terms of this engagement.
