On behalf of the Robley Rex VA Medical Center, Network Contracting Office (NCO) 9 is issuing this Sources Sought Notice (SSN) as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for a firm-fixed-priced Lighting Survery Contract for the Robley Rex VA Medical Center facility specified offices listed below. All interested parties will need to ensure they are able to provide capability statement with availability of start date upon award. Ensure survey will meet the standards conducted by Veteran Affairs Centrol Office (VACO). The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 238210, ELECTRICAL CONTRACTORS AND OTHER WIRING INSTALLATION CONTRACTORS. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for bids, proposals, or quotes; submission of any information in response to this market survey is purely voluntary; and the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these services, please provide the following information: Organization name, address, point of contact, email address, web site address, and telephone number. Business size: small, small disadvantaged, woman-owned, Hub Zone, serviced-disabled veteran-owned small business (SDVOSB), veteran owned small business (VOSB), large business, etc. Business type under NAICS 238210, which contains a size standard of $ 19.0 million dollars, Commercial and Government Entity (CAGE) Code and System for Award Management (SAM) Unique Entity ID (UEI) number. Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational, and staff capability. Responses to this SSN shall not exceed 4 pages and should include all the foremost mentioned information. In addition, all submissions should be provided electronically in a Microsoft Word or Adobe Portable Document Format (PDF). The government will evaluate market information to ascertain potential market capacity to: Provide services consistent in scope and scale with those described in this notice and otherwise anticipated. Implement a successful plan that includes contractor compliance with program standards, quality control, and performance. Provide services under a firm-fixed-price contract. NOTE: Respondent claiming SDVOSB and VOSB status shall be registered, and Center for Veterans Enterprise (CVE) verified in VetBiz Registry https://veterans.certify.sba.gov. Based on the responses to this SSN/market research, this requirement may be set-aside for SDVOSBs, VOSBs, small businesses, procured through full and open competition, or sole sourced. Submission Instructions: Interested parties who consider themselves qualified to perform the services are invited to submit a response to this SSN by 10:00 AM CST, July 19, 2023. Statement of Work Project Summary: This project will provide a comprehensive survey of all indoor lighting for all building on the Robley Rex VA Medical Center Campus. All work is located at the VA Medical Center, 800 Zorn Ave Louisville, KY 40206. Required Contractor Experience: The contractor must have the following experience: The contractor must have extensive experience with fluorescent to LED lighting conversions. This must be able to identify Type A LED fixtures and Type B LED fixtures. Preference will be given to contractors who have extensive experience working on lighting systems in VA medical centers. Scope of Work The contractor shall provide the following services and supplies: Lighting Survey for Robley Rex VA Medical Center campus. Contractor shall furnish all labor, material, and expert supervision needed to provide a complete survey of all linear light fixtures mounted on the ceilings and walls. The survey shall be documented on a Microsoft Excel Spreadsheet and shall have a line item for each fixture with the following data collected for each fixture: Building Number Room Number Type of Fixture (2 x4 direct/indirect, 2 x2 direct/indirect, 1 x4 indirect, etc) Number of lamps in fixture Does fixture have a ballast installed Yes or No Location of fixture: Ceiling or wall Fixture Number: C1 = closed ceiling fixture to the door, C2 = next fixture in a clockwise direction, etc.; W1 = closed fixture to door on the right, W2 = next wall fixture in a clockwise direction around the room, etc. The contractor shall also provide training to VA electricians on how to properly convert type A LED fixtures to type B fixtures for both shunted and unshunted wiring configurations. This training will occur in rooms B1-B-016D and B21-21101A. All light fixtures in these rooms will be converted to type B. Contractor may use lamps from cases provided below for these fixtures. The contractor shall also provide three cases type B lamps per specification below: VA Commitment: The VA will provide two escorts with grand master keys to enable expedited access to all rooms in the medical center. Work shall be done Monday Friday, 0800 -1600 hours Period of Performance: 60 day The Method of Contractor Selection has not been determined at this Time.
