Through this Request for Qualifications (RFQ), the Town of Hideout (hereinafter the 'Town') is soliciting Statements of Qualifications from qualified engineering firms that wish to provide design and contract administration services for various municipal capital projects including, but not limited to roads, parks, culinary water, storm drain, sanitary sewer, pressurized irrigation systems, materials testing, and construction management. This is a Request for Qualifications only and should not be interpreted as a solicitation for services or as a contract for services. Question Submission Close Date: 8/5/2023 5:00 PM MDT The Town intends to create a list of pre-qualified bidders that will be invited to provide proposals for various capital projects. This list of bidders may also be invited to contract with the City for general Engineering Services. Future RFP's are expected to be issued to the short list of pre-qualified bidders for projects that will typically exceed $250,000 in construction value or require engineering services exceeding $25,000. The pre-qualification will remain in place for at least one year but may be extended up to 4 years in one year increments at the Town's discretion. The Town will also retain the right to solicit any specific design or engineering services from firms outside of this prequalification no matter the estimated cost of construction or services. Prequalification of firms will generally be grouped into seven (7) categories: Plan Review; Sanitary Sewer; Storm Drain; Transportation; Drinking Water; Materials Testing; and Construction Management. Firms that have been prequalified may also be invited to contract with the Town to provide general engineering design and contract administration services. These on-call contracts will be provided for smaller individual projects, each with a specific scope of work requiring engineering services costing less than $25,000. Once a qualified firm is under contract, staff will have discretion to request services for specific task orders be provided on an hourly, lump sum, or not to exceed basis. Inclusion on the pre-qualification list does not guarantee assignment of work and assignment rotation may be adjusted based on Consultant performance related to meeting the Town's needs. A scope of work submittal for each specific task will be required and costs for services will be approved by the City in writing prior to services being rendered. This solicitation posting will be canceled/closed upon the closing date of this solicitation; however, a vendors response will still be evaluated by the Town of Hideoutas described in the solicitation document. The Division of Purchasing is neither the issuing or conducting procurement unit for this solicitation, as such it is the vendors responsibility to review the entire solicitation in order to comply with any requirements. The Town reserves the right to reject any and all SOQs received by reason of this RFQ, or to negotiate separately with any source whatsoever in any manner necessary to serve the best interests of the Town. The information obtained will be used in determining the SOQ that best meets the Town's needs and is the most advantageous SOQ received. No oral, telegraphic or telephonic SOQs or modifications will be considered. The occurrence of any of the following may result in disqualification of a SOQ: 1. Failure to respond by the established submission deadline. 2. Failure to completely answer all questions posed in the RFQ. 3. Use of any other type of form or format other than those indicated in the RFQ. 4. Failure to comply with the format requirements for the SOQ. 5. Failure to provide requested documentation at the time of SOQ submission. 6. Illegible responses. 7. If the proposer adds any provisions reserving the right to accept or reject an award or to enter into a contract pursuant to an award, or any other unauthorized conditions, limitations or provisions. 8. If the proposer is unable to evidence a satisfactory record of integrity. 9. If the proposer is not qualified legally to contract. 10. Any contact with any city staff not authorized by the Town Engineer. Once this RFQ is advertised, no meetings will be granted to firms intending to respond. Questions or requests for clarification must be submitted electronically as outlined in section 3 of this RFQ. Firms that engage with any Town staff (other than those listed in Section 3) regarding this SOQ will be disqualified. The method of Contractor Selection has not been Determined at this time.
