1 Provide Utility certification and coordination services as necessary 2 Provide ROW services as necessary 3 Any other services needed to complete the right-of-way for the project ROW phase of the project 548 days Phase I Evaluation: For Phase I evaluations firms shall submit letters of interest with firm contact information including name, address and e-mail of primary contact. The letters of interest shall also include: 1 Work experience with TDOT Local Programs Office 2 Specialized expertise related to ROW procedures 3 Professional licensure with the State of Tennessee 4 Staff capabilities of prime consultant 5 Size of project and unlimited prequalification status The method of Contractor Selection has not been Determined at this time. Phase II Evaluation The City of Columbia will evaluate the top 3 firms on the following criteria (relative weight): a. Firm experience, credential and staff qualifications and availability (25%) b. Past experience in the required disciplines with the City and/or other agencies and demonstrated ability to meet schedules without compromising sound engineering practice (25%) c. Evaluations on prior projects of similar nature, if available (5%) d. Project approach (25%) e. Knowledge of Federal and TDOT requirements, including TDOT's Local Programs Local Government Guidelines Manual (20%) Evaluation proceedings will be conducted within the established guidelines regarding equal employment opportunity and nondiscriminatory action based upon the grounds of race, color, sex, creed or national origin.
