Norwich Public Utilities (NPU) provides four utilities, natural gas, electric, water, and wastewater to the City of Norwich with a population of 40,000. Established in 1904, NPU is municipally owned and governed by a five-member Board of Commissioners and Sewer Authority. As a part of NPUs NPDES permit, NPU is required to monitor their Combined Sewer Overflow (CSO) regulators and report overflow events to the State of Connecticut Department of Energy and Environmental Protection (DEEP). Ultimately, this supports NPUs mission of making Norwich a better place to live, work, and do business. NPU has been monitoring their CSO regulators with multiple sensors / probes at each location. NPU is soliciting a Request for Proposals (RFP) for the continuation of 13 flow metering stations at the 11 CSO regulators including flow meter use, flow meter installation, flow meter operation and maintenance, data summarization, real time data availability, annual report submittals, and flow meter removal following all data collection. All necessary provisions for traffic control shall be provided by respondents. Respondents shall also own and maintain flow meters and all appurtenances. NPU is not providing any equipment with this RFP.
