The City of Chelsea (City) intends to award a contract for the City-Wide Cross-Connection Survey through its Department of Public Works Water Department, the implementation of a formal program to perform services relative to Massachusetts Drinking Water Regulations, 310 CMR 22.22 and to provide a qualified Cross Connection Control program. The City currently has 5,096 meters with 3,767 of them in Residential 1, 2, and 3 family properties. That leaves approximately 1,329 properties to survey. Each bid must be accompanied by a certified check, issued by a responsible bank or trust company. Or a bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by the City, all in the amount of 5% of the bid payable to the "City of Chelsea." The successful bidder is required to furnish performance bonds and payment bonds in the contract amount and with surety satisfaction to the City, in an award form this Invitation for Bids. The Bidder must pay all costs. The Payment Bond shall be in the sum of 50% of the contract price. The bond shall be provided by the successful bidder to the City within five business days of the contract award. In accordance with our Minority Business Enterprise Plan, we are inviting all qualified women and minority business firms to respond. Deadline for Written Inquiries 07/25/2023 Following the notice of award, the operator will be required to enter into a two (2) year contract with the City, at the sole discretion of the City. The City of Chelsea reserves the right to accept any proposal, to reject any or all proposals and to waive minor irregularities and/or formalities as it deems to be in the best interest of the City. The method of Contractor Selection has not been Determined at this time.
