FOR INFORMATION ONLY: This Synopsis/Pre-Solicitation Notice is ONLY A NOTIFICATION that a solicitation is anticipated and forthcoming. All questions regarding this Synopsis/Pre-Solicitation should be submitted in writing via email to Charles Idle at the email indicated above. OVERVIEW: The Seattle District, U.S. Army Corps of Engineers proposes to rehabilitate the T-1 Transformer at Libby Dam. Libby Dam was completed in 1973 with various replacements and upgrades to the electrical system occurring since then. The work includes the refurbishment of one three-phase Class II generator step up (GSU) transformer and incidental related work. This effort is to include all associated works required and described within this contract package. The transformer refurbishment work includes, but is not limited, to the scope listed below. Performance of pre-work inspections and tests. Draining and storing the transformer oil. Performance of internal transformer inspections and provision of an inspection report with recommendations for repair work. Servicing the de-energized tap changer operating handwheel, which is not accurately indicating the tap position. Performance of transformer tank and radiator weld leak repairs as specified in Section 48 19 23.20 26, CLASS II GSU POWER TRANSFORMER T1 REFURBISHMENT paragraph "WELD INSPECTION AND REPAIR". Provision and replacement of transformer equipment and devices including all bushings, surge arresters, low-voltage flexible bus connectors, expansion tank air cell bladders, dehydrating breathers, oil level and temperature indicators, pressure relief device with discharge piping, rapid pressure rise seal-in relay, and bushing potential devices. Provision of a spare low-voltage bushing. Provision of new mounting hardware, conduit and wiring to replacement equipment and devices. Submittal of a replacement gasket inventory. Provision and replacement of all transformer gaskets noted in the approved replacement gasket inventory. Disassembly of transformer equipment and deluge piping as required to remove the radiators of segment 4 of the transformer for their cleaning, pressure testing and performance of weld leak repairs, and their subsequent reinstallation. Clean concrete vault. Refill transformer with oil, perform degassing and addition of oxidation inhibitor, including the provision of 300 gallons of additional transformer oil. Hand-cleaning the transformer and performance of touch-up painting. Performance of pre-operational inspections, tests, and commissioning. Provision of environmental protection materials and equipment, and compliance with environmental requirements. Compliance with lead-based paint abatement requirements for locations where the paint is disturbed during the refurbishment process. Provide transformer operations and maintenance manual updates and final record drawings. Furnish training for Government personnel. The magnitude of construction is estimated to be between $1,000,000 and $5,000,000. The resulting contract will be Firm Fixed-Price. Solicitation number W912DW23R0005 will be posted to the sam.gov website on or about 1 August 2023. The Government intends to solicit this requirement as a Request for Proposals. See the solicitation for details about proposal submission. The NAICS code for this procurement is 237130, Power and Communication Line and Related Structures Construction, and the associated small business size standard is $45,000,000 in average annual receipts. The solicitation will be issued as 100% Small Business Set-aside. A site visit will be offered approximately 2 weeks after the solicitation is made available via sam.gov. Refer to the solicitation for details regarding the site visit. The solicitation documents for this requirement will be issued in electronic format only and will be made available online via the SAM website at www.sam.gov and PIEE website at https://piee.eb.mil under the subject solicitation number.
