Due to the COVID-19 crisis, here are some process changes to the solicitations for bids and proposals including bid openings: 1.Following current standard practice, all bid openings will be attended by two County employees. 2.Procurement will accept electronic bid submissions and electronic signatures. Electronic bids should be sent in one attachment. 3.Bids do not have to be notarized before submission. Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a Bid Security in the amount of ten percent of the Bid. Bidders may not withdraw their Bids for a period of 60 calendar days after the actual date of the opening of the Bids. The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner. An addendum will be published by 4:00 PM (CST) on August 9, 2023. Complete instructions for filing Bids are included in the Instructions to Bidders. The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest.
