Renovation of a civil project in Sanford, North Carolina. Completed plans call for the renovation of a water / sewer project.

Contract 1 – Conventional Treatment $177,278,000 Contract 2 – RWPS and Transmission Main $37,501,000 Contract 3 – Residuals $24,776,000 Contract 4 – GAC Facility $48,036,000 Bid Date Change: The bid opening date and time has been moved to Wednesday, October 18,2023 at 10:00 AM The Work is located at Sanford Water Filtration Facility, 7441 Poplar Springs Church Road, Sanford, NC 27330 The project is for the expansion of the Sanford Water Filtration Facility from 12 to 30 MGD. All Bids submitted shall include one original set of the Bid Documents per Contract. The expanded Facility will serve the City of Sanford, Chatham County, the Town of Fuquay-Varina, the Town of Holly Springs, and the Town of Pittsboro. The Work consists of the following for each Contract: Contract 3: Residuals Facilities Improvements to the existing residuals handling facilities to include chemical system improvements, conversion of the existing dewatering facility to a maintenance facility, one (1) additional horizontal helical screw centrifugal pump for spent backwash, and rehabilitation of existing lamella plate settler Additional residuals handling facilities to include one (1) additional gravity thickener, new solids pump station to include three (3) progressive cavity pumps, new dewatering facility with three (3) belt filter presses, one (1) additional lamella plate settler, and ecycle pump station with three (3) submersible pumps Instrumentation and controls system upgrades associated with this work Multiple Prime bids will not be accepted. Bids shall be submitted, as indicated on the Bid Form. The Contract Times for the Work are set forth in the Agreement. The City of Sanford prohibits discrimination in any manner on the basis of race, color, creed, national origin, sex, age, handicap, or sexual orientation and will pursue an affirmative policy of fostering, promoting, and conducting business with women and minority owned business enterprises. The Work will be financed in part by the State Revolving Fund loan under the Federal Clean Water Revolving Loan and Grant Act of 1987 (DWSRF # WIF 2025). Bidder shall make positive efforts to use small and minority-owned businesses and comply with NC Division of Water Infrastructure MBE/WBE requirements and GS 143-128. The contracted bidder shall comply with federal AIS and Davis Bacon requirements throughout the project. Bidders must certify that they do not and will not maintain or provide for their employees any facilities that are segregated on a basis of race, color, creed, or national origin, and so certify with the form included in the Bid. The Owner reserves the right to reject any Bid for failure to comply with all requirements of this Notice or of any of the Contract Documents; however, it may waive any minor defects or informalities at its discretion. The Owner further reserves the rights to reject any and all Bids and to Award the contract that in its judgment is in the best interest of the Owner. Each bid shall be submitted on the Bid Form furnished with the Contract Documents or on copies of the Bid Form furnished with the Contract Documents. Bidder shall submit Section 00 40 00 - BID FORM in its entirety unbound from the Contract Documents enclosed in a sealed envelope and addressed to: Paul Weeks, P.E., Utilities and Engineering Director No Bid shall be considered or accepted unless at the time of its filing the same shall be accompanied by a deposit with the City of Sanford of cash, or a cashier's check or a certified check drawn on a bank or trust company insured by the Federal Deposit Insurance Corporation, in an amount equal to not less than five percent (5%) of the Bid. In lieu of making the deposit as above provided, such Bidder may file a Bid Bond executed by a corporate surety licensed under the laws of North Carolina to execute such bonds; conditioned that the surety will upon demand forthwith make payment to the City of Sanford upon said Bond if the Bidder fails to execute the Contract in accordance with the Bid Bond. If upon acceptance of his Bid, a Bidder fails to enter into a Contract with the City of Sanford, the Bid deposit shall be forfeited to and become the property of the City of Sanford. No Bidder may withdraw his Bid within 120 days after the date of Bid opening. Bid security shall be furnished in accordance with the Instructions to Bidders. A separate performance bond and payment bond each in an amount equal to one hundred percent (100%) of the Contract price will be required. Carriers must be authorized to do business in North Carolina. Bidders must conform with the provisions of the North Carolina Contractors Licensing Act of 1925, as amended. With each request for Bidding Documents supply the following information: Company name, contact person, street address, phone number, and email address for point of contact; N.C. contractor's license with limitation and classification; indicate if the firm will be a Prime bidder, Supplier or Sub-Contractor. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including any addenda, obtained from a source other than the Issuing Office (Hazen and Sawyer). Each Bidder must be a Bidding Document Holder. Bids submitted by Bidders not on the list of Bidding Documents (Plan) Holders with the Engineer will not be opened.
