LBUD provides potable water, recycled water, and sewer collection services to a population of approximately 470,000 within a 52-square mile area in the City of Long Beach. The LBUD meets its potable water demand through a combination of purchased treated surface water from Metropolitan Water District of Southern California (MWD) and local groundwater treated at the Groundwater Treatment Plant (GWTP) using a conventional treatment process. The source of the raw water for the GWTP is currently from 24 active wells located throughout the City of Long Beach (see the attached Appendix G - Well Locations and Collection Pipeline Map). The current combined capacity of the wells is approximately 25 MGD. LBUD plans to drill additional water wells in both the Central and West Coast adjudicated groundwater basins. The goal is to shift supply portfolio to increase pumping capacity and cycle the wells in operation as needed. Existing well collection pipeline reliability is critical to accommodate the expected increase in local groundwater production. LBUD's existing well collection system primarily includes the western area, eastern area and southern area. In 2017, LBUD performed a well siting and well collection system study. The study raised the concern in some areas of the collection system. One of main concern is the western area. The area of concern in western area is composed of 20-inch, 24-inch and 30-inch CI pipes and serve wells located in Jackson Park in North Long Beach, Development 5, 9 and North Long Beach 12 near Long Beach Airport (see the attached Appendix F - Project Location Map). Due to unknown condition of the collection system, LBUD is concerned that increase in operational pressures in the collection system due to additional well flow loading or changes in system operations may result in leaks or pipe breaks, especially in the older areas of the system. LBUD has performed opportunistic CCTV/Condition Assessment of portion of the western collection pipelines. Results of the assessment is available upon request. The Project consists of engineering design services to determine constructability and cost benefit analysis of utilizing various pipeline improvement methods. Consultant will recommend and assist LBUD in the selection of construction improvement method. The engineering design services will need to consider replacement of other appurtenances such as laterals, blow-offs, and valves. Once the improvement method is selected, the Consultant shall prepare detailed design drawings, specifications, bid support and evaluations, and recommendation of contractor bid award. The Consultant is also required to include Engineering Support Services During Construction in the proposals which are listed in Task B as optional work.
