City of Spartanburg, hereby, notifies all proposers that it will affirmatively ensure that all disadvantaged and women's business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of gender, race, color, or national origin in consideration for an award. Each proposer shall attest that they engaged in good faith efforts in an endeavor to achieve the City's M/WBE goal of 15%. The Bidder to whom the contract is awarded will be required to furnish a corporate surety bond in a sum equal to one hundred percent (100%) of the amount of the proposal or bid. Bids may be held by the City of Spartanburg for a period not to exceed sixty (60) days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of Bidder(s), prior to awarding of the Contract. A certified check or bank draft, payable to the City of Spartanburg, negotiable U. S. Bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total bid shall be submitted with each bid. The City of Spartanburg reserves the right to reject any and all Bids or to waive any informality in the bidding.
