The City of McRae-Helena is seeking to establish a partnership with a qualified Energy Services Company (ESCO) that is capable of providing a comprehensive infrastructure renewal program including but not limited to energy and water efficiency improvements for facilities owned by the City. "ESCO" refers to any NAESCO-accredited, GEFA prequalified Energy Service Company that is qualified to provide a comprehensive/turnkey energy conservation program. Pursuant to O.C.G.A. 50-37-1 through 50-37-8, this Request for Qualifications (RFQ) is intended to solicit qualifications from qualified energy service companies (Respondents) with capabilities to develop, design, install, and manage performance of an energy efficiency and conservation program for the City of McRae-Helena ("Owner"). For the purpose of this RFQ, "Respondent" refers to any entity or team that is qualified to provide all of the energy efficiency and conservation services as listed in this request. It is the intent of Owner to select the Respondent identified as the most highly qualified provider to the Owner, and to enter into an agreement to provide comprehensive energy efficiency and conservation services to Owner. Responses received after the deadline will not be considered. Requests for clarification of any part of this solicitation must be in writing by July 28, 2023. Such requests may be emailed to Jeff Hardin, City manager at jeff.hardin@mcrae-helena.org Answers will be provided to all known respondents as a written addendum to the RFQ. It is the respondent's responsibility to verify the issuance of Addenda in regard to this RFQ. Owner will provide all utility data and facility information upon selection of ESCO. Prior to beginning work, the successful ESCO may be required to furnish corporate surety bonds as security for the payment and performance of the project. Said surety bonds shall be in the amount of one hundred percent (100%) of the total bid amount of the Contractor for the equipment and successful installation. The Contractor shall pay the premium for the bonds. A certificate from the surety showing that the bond premiums are paid in full shall accompany the bond. The surety on the bond shall be a duly authorized corporate surety company approved to do business in the State of Georgia. The Owner makes no representations of any kind that an award will be made as a result of this RFQ, and no such representation is intended or should be construed by the issuance of this RFQ. The Owner reserves the right to reject any and all Qualifications and re-solicit for new Qualifications, or to reject any and all proposals and temporarily or permanently abandon the Project. The Owner reserves the right to waive any formalities or minor technical inconsistencies, or delete any item/requirements from this RFQ when deemed to be in the Owner's best interest. The method of Contractor Selection has not been Determined at this time.
