The City of West Sacramento is soliciting Statements of Qualifications from qualified firms or individuals ("Proposer") to provide professional engineering consulting services in a management support role for two infrastructure projects, the I Street Bridge Replacement and I Street Bridge Deck Conversion projects, submitted as two separate Cost Proposals (Task 1 and Task 2) under one contract. The purpose for the City issuing this solicitation is to retain a qualified consultant in a management support role (CMSR) to manage and oversee the I Street Bridge Replacement and I Street Bridge Deck Conversion projects. Task 1: I Street Bridge Replacement Project (CIP 10033) The I Street Bridge (Bridge No. 22C0153) is a historic, double-deck swing-bridge and it serves as a vital link over the Sacramento River between West Sacramento's historic Washington District, CalSTRS and The Ziggurat buildings, and Sacramento's Sacramento Valley Station, Old Sacramento, and Sacramento's Central City. The I Street Bridge Replacement Project, led by the City of Sacramento, is currently in the right of way and final design phase to construct a new movable bridge upstream of the existing historic I Street Bridge. The bridge replacement project will demolish the approach viaducts to the exiting bridge, connect with C Street in the City of West Sacramento and Railyards Boulevard in the City of Sacramento, and provide access for automobiles, bicycles, transit, and pedestrians on the new structure. The project has completed the 65% design phase and is anticipated to begin 95% design in Winter 2023 with advertisement for construction by the end of 2025. Task 2: I Street Bridge Deck Conversion (CIP 14028) The City of West Sacramento, in cooperation with the City of Sacramento, is leading the I Street Bridge Deck Conversion for Active Transportation Project to repurpose the upper bridge level to a facility dedicated for bicycles and pedestrians while maintaining rail service on the bottom deck. The Project proposes to construct four (4) bicycle/pedestrian access ramps that comply with the Americans with Disabilities Act (ADA) at each quadrant, with two access ramps on both sides of the river for connection. In the City of West Sacramento, the ramp at northwest corner of the existing bridge would connect to the West Sacramento Riverwalk that runs along the top of the Sacramento River levee while the ramp at the southwest corner would connect to the existing path that leads to the Riverwalk Park south of the Project. In the City of Sacramento, the northeast ramp would connect to the Sacramento River Bike Trail that runs along the top of the Sacramento River levee while southeast ramp would connect to the Sacramento Valley Station. The southeast ramp would also provide maintenance and emergency access to the existing I Street Bridge top deck. The approved Project Report does not include any modifications to the upper bridge level. This Project is anticipated to only include striping of the upper bridge deck for the repurposed bridge. Preliminary engineering and environmental documents complying with the California Environmental Quality Act (CEQA) were prepared and approved for this Project to construct the four (4) ADA-compliant access ramps. A Project Feasibility Study was prepared prior to the Project Report that considered mix-use improvements options on the upper bridge deck to enhance safety and mobility for bicyclists and pedestrians.
