Site work and new construction of a medical facility in Nantucket, Massachusetts. Completed plans call for the construction of a 55,000-square-foot medical facility; and for site work for a medical facility.
The Town of Nantucket proposes to design and build a brand new forty-five (45) bed licensed skilled nursing facility (SNF) on Town-owned land within the site of property currently leased by the Town to Sherburne Commons, a senior living complex. This will replace the old, outdated facility near the center of town which due to age and decline can no longer adequately serve its residents. The new proposed SNF is expected to consist of at least two floors and encompass a total of 55,000 square feet, including parking. It is intended to be homelike environment incorporating many of the newer "active living concepts" in the senior living space and to accommodate the needs of its residents and additional yet-tobe determined community needs. Proposers should have experience overseeing design/building projects in healthcare, and knowledge of nursing facility regulations and building codes. This project must comply with all applicable Massachusetts Department of Public Health (DPH) regulations, as well as any applicable federal regulations for nursing homes under the Centers for Medicaid and Medicare (CMS). As this is a Town-owned facility, the OPM will be in regular communication with the different stakeholders regarding the design, build and services of this facility. As there are constantly changing state (DPH) and federal (CMS) guidelines due to COVID 19 the proposer mut have knowledge of and ensure compliance with all infection control guidelines for new SNF construction. This will include awareness of the most recent changes in terms of square footage per bedroom and resident space, as well as any other visitorspace requirements and air quality control regulations. The Town will also look to coordinate other senior programs and services such as at a new Senior Center (which is in the planning phase) and other community services with new programs at the new OIH. All qualified proposers must have experience with coordination of new building projects to ensure the efficient delivery of service to the seniors on Nantucket in the new facility. Question Deadline 04/17/2024 at 2:00 PM ET Questions concerning this RFQ must ONLY be submitted Questions may be delivered, mailed or emailed to procurement@nantucket-ma.gov. The project Minority Business Enterprise ("MBE") participation goal is 8.8%. The project Women Business Enterprise ("WBE") participation goal is 4.2%. A site visit will not be conducted at the RFQ phase. A copy of the most recent presentation to the Select Board for the project is attached as part of this RFQ. The combined participation goal for Minority and Women businesses is 13%. Suggested participation could be separated into the following. The project will be subject to the minimum wage rates set under the Massachusetts Prevailing Wage Laws. Workforce utilization goals will apply to the project. The participation goals for the project include 6.9% women and 15.3% minority participation of the total labor hours on the project. The selected CM will be responsible for achieving the women and minority labor force participation and associated paperwork. The Town of Nantucket reserves the right to reject any and all SOQ's and to waive any informality in SOQ's whenever such rejection or waiver is in its best interest.
