This Request for Proposal (RFP) issued by Kansas City Board of Public Utilities ("Purchaser") to professional engineering firms that specialize in providing services including, but not limited to estimates of construction projects, construction management and inspection, land surveying, permitting, detailed studies on specific items, transmission design, underground distribution design, and substation electrical and civil design. The project described in Appendix A - Scope of Work will be in the Consultant's scope to provide Transmission, Physical, and Civil Engineering services. SCOPE: MILL STREET SUBSTATION Design a new 161 kV distribution tap bus substation with an in/out configuration for two (2) 161 kV line terminals, (1) 161 kV breaker, and (1) 161/13.2 distribution transformer to support customer load. The 161 kV will have a single (1) CCVT connected to the bus between the breaker and transformer. The transformer will feed one (1) 15 kV breaker that will serve the customer's load. See Appendix B for preliminary One-Line. This drawing is solely to portray the desired general characteristics of the substation and the bidder can alter or expanded on them as they see fit. General arrangement of the substation is desired to have a U-type configuration to allow the distribution to exit the low side of the transformer and leave west out substation. See Appendix C for a visual representation for the desired layout of the substation. If possible, it is preferred for the substation control house to be positioned in the middle of the U-configuration for more efficient conduit routing. Consultant's scope to design an A-Frame structure over the 15 kV distribution breaker that will support a 13.2 kV station service transformer and three (3) 13.2 kV potential transformers on the XFMR side of the breaker. The structure will also need to accommodate a 15 kV disconnect switch on the load side of the breaker and provide dead-end support for the outgoing distribution line. KCBPU will be responsible for completing the 13.2 kV distribution design from the AFrame structure to the customer load and communicating all necessary information with the Consultant. The 161 kV transmission line is located directly to the west of the proposed substation site and will be in Consultant's engineering scope to intercept and re-route to the corresponding substation terminals. See Appendix D for the locations of the nearby transmission line and drawings for the two dead-end structures. Consultant is responsible for completing a direct stroke lightning protection analysis to ensure the substation is properly shielded and incorporate into the substation design. Consultant is also responsible for designing and modeling the substation grounding system to ensure adequate performance during fault conditions per IEEE Std. 80. Consultant shall provide lightning protection study and ground system study reports to BPU for review. Consultant shall complete a truck turn analysis to ensure sufficient space for large trucks to navigate around the substation and have access to major equipment. Bollards may be required around critical equipment for protection. Consultant shall evaluate all local requirements to assist BPU with providing any required notices to authorities pertaining to the Work and assist with securing all permits, fees, licenses, assessments, inspections and taxes necessary. Consultants scope includes the design of the structural steel details, substation grounding plan, conduit plan, oil containment, and all substation and transmission foundations using information about soil conditions in the BPU provided Geotech. KCBPU will provide all manufacture detailed drawings for all necessarily pieces of equipment to aid the steel and foundation drawings. BPU has been allotted the area where the new 161 kV substation will be located on the customer's property. The site currently is used as a scrap yard by the KCBPU customer for miscellaneous equipment and parts. See below for details on the acquired parcel. a) Mill Street Substation (Future) 3904'39.3"N 9437'48.7"W The new 161 kV substation will be replacing an existing 69 kV substation that is located directly to the west of the proposed site for the new sub. Existing Mill Street substation is a single bus design with two (2) transmission line terminals and two (2) paralleled 69/2.4 kV transformers. Consultant will have no scope for the deenergization and removal of the existing substation. a) Mill Street Substation (Existing) 3904'39.2"N 9437'50.7"W BPU will be responsible for completing the Protection and Controls design package and will coordinate all necessary information to the Consultant to assist with physical design package. BPU will be responsible for creating equipment specifications and all material procurement. Consultant will be asked to aid in this process by providing the civil/mechanical design package BOM. BPU will be responsible for the completion of the complete substation As-Built drawing package at project conclusion. The BPU reserves the right to reject any or all Proposals and waive irregularities therein, and all Proposers agree that such rejection shall be without liability on the part of the BPU for any penalty of any kind brought against the BPU because of such rejections. By filing any Proposal in response to this invitation, Proposer agrees to these conditions. The BPU is not obligated to request clarifications or additional information but may do so at its discretion. The BPU reserves the right to extend the deadline for submittals for all Proposers. Upon BPU's receipt of a proposal, the proposal shall become the property of BPU without compensation to the Proposer, for disposition or usage by the BPU at its discretion. Subject to the provisions of the Kansas Open Records Act, the details of the proposal documents will remain confidential until final award. The BPU assumes no responsibility or obligation to the Proposers and will make no payment for any costs associated with the preparation or submission of the proposal. Proposals that take exception or make addition to any term or condition, technical requirement, or submission requirement are subject to disqualification at the BPU's discretion. A proposer may not withdraw its Proposal after the submittal deadline. All other project meetings can be conducted remotely at the discretion of the Consultant. Any additional site visits or in-person meetings required by the Consultant should be included in the submitted bid price. All questions must be directed to the Department of Purchasing and Supply. Answers to all questions will be compiled and distributed through electronically as an addendum. No Proposer shall discuss details of this Request for Proposals with BPU personnel outside of the Purchasing Department except during an interview with the Selection Committee. The method of Contractor Selection has not been Determined at this time.
