Summary SORTA is seeking proposals to design, procure, install, and configure a Public Address (PA) system for two locations. The PA system will integrate seamlessly with the existing Cisco Voice over IP (VoIP) solution. All equipment, including speakers and cabling, will be newly installed. 1.2. Background The Southwest Ohio Regional Transit Authority ("SORTA") is a regional transit authority organized and operating under Section 306.30 et seq. of the Ohio Revised Code. As such, it is a political subdivision of the State of Ohio. SORTA provides both fixed-route mass transportation services and paratransit services. SORTA provides service to the city of Cincinnati, Hamilton County Ohio, and parts of Butler, Clermont, and Warren Counties. SORTA operates 46 fixed routes. SORTA provides both fixed-route mass transportation and paratransit services through approximately 300 city-type transit buses and 50 paratransit vehicles. Scope of Work 2.1. Project Overview The scope of this project is to design, procure, install, and configure a Public Address (PA) system for two locations. The PA system will integrate seamlessly with the existing Cisco Voice over IP (VoIP) solution. All equipment, hardware and materials including speakers and cabling, will be newly installed. Note: This detailed work scope is a general outline and should be customized to fit the specific requirements and characteristics of the two locations. 2.2. Design and Equipment Procurement: Develop a detailed system design considering the site survey findings and stakeholder requirements. Select appropriate PA system components, including speakers, amplifiers, mixers, microphones, audio sources, and cabling. Procure the chosen equipment from reliable vendors, ensuring compatibility with the Cisco VoIP solution. 2.3. Installation and Cabling: Install all necessary cabling infrastructure for the PA system, including speaker cables, audio inputs, and outputs, and network connectivity for integration with the Cisco VoIP solution. Mount and position speakers strategically in each location, considering optimal coverage, sound dispersion, and aesthetic appeal. Install any required equipment, such as amplifiers, mixers, and audio sources, in appropriate equipment racks or enclosures. 2.4. Integration with Cisco VoIP Solution: Coordinate with the network team to integrate the PA system with the existing Cisco VoIP solution. Configure the necessary network settings, such as VLANs, Quality of Service (QoS), and IP addressing, to ensure seamless integration and audio quality. Test and verify the integration by making test announcements and ensuring proper routing of audio through the Cisco VoIP system. 2.5. Testing and Commissioning: Conduct thorough testing of the entire PA system, including speakers, amplifiers, microphones, and integration with the Cisco VoIP solution. Verify audio quality, volume control, and emergency announcement capabilities. Address any issues or deficiencies identified during testing and make necessary adjustments to ensure optimal system performance. 2.6. Documentation and Training: Create comprehensive documentation, including system diagrams, equipment lists, network configurations, and user manuals. Provide training sessions for the designated staff members who will operate and maintain the PA system, covering basic operation, troubleshooting, and emergency announcement procedures. 2.7. Project Management: Assign a dedicated project manager to oversee the entire project, including coordinating with vendors, managing timelines, and ensuring successful project delivery. Regularly communicate project progress and milestones to stakeholders, addressing any concerns or changes promptly. Please provide a timeline for the project. 2.8. Project Closure: Obtain sign-off from stakeholders to confirm the successful completion and satisfaction with the PA system installation. Provide post-installation support and address any outstanding issues during the warranty period. Conduct a final project review to capture lessons learned and identify opportunities for improvement in future installations. Proposal Format and Contents The proposal should be prepared using the following format: Technical Proposal (Volume 1) Cover Letter Cover letter should identify the prime contractor and all subcontractors, if any. The letter should also include the officer or other responsible executives of the proposer authorized to negotiate and agree to a contract. This individual shall serve as SORTA's point of contact for all communications regarding this solicitation. The cover letter should identify this individual by name, title, address, telephone, facsimile and email contact information. The letter should also contain a commitment that the proposed pricing will be valid for not less than 120 days from the above deadline for receipt of proposals or any extension thereof. Project Approach This section shall describe the proposer's approach to providing the services requested per the scope, understanding SORTA's requirements for this project, and reflecting its experience in performing similar contracts for other clients. Proposers may offer an alternative solution to the requirements specified in the scope of work herein, provided that such alternative meets SORTA's needs as described herein. Firm Qualifications, Experience and References This section should contain a description of the proposing firm's prior and current experience as it pertains to services similar to those required hereunder. It should include a list of all similar assignments undertaken in the past five (5) years, identifying the duration, the client, and the scope of the contract. Contact information (name, title, mailing address, and email, telephone and fax numbers) for each client should be included. Provide a summary of the firm's qualifications, general information about the firm, location of office(s), years in business and areas of expertise. Staffing (Qualifications, Experience and Availability) Identify key staff and include a description of their abilities, qualifications and experience. Attach resumes of key staff to be assigned to this project. Include a proposed project management structure and organization chart. Please list the number of full-time staff by discipline. Identify any portion of the scope of work that would be subcontracted. Include firm qualifications and key personnel, telephone number and contact person for all subcontractors. SORTA/Metro reserves the right to approve or reject any internal staff or subcontractors proposed by the firm. Business Proposal (Volume 2) Cover Letter A copy of the cover letter from Volume 1 should be included. Insurance Certificates This section should include copies of the proposer's worker's compensation, general liability, automobile insurance, Crime coverage (including theft, fraud and computer fraud), and Professional Liability/Errors and Omissions insurance certificates Exceptions to Contractual Terms The proposer may identify any proposed exceptions to SORTA's Terms and Conditions as contained in this RFP, or propose any additional terms it considers appropriate. Such proposed exceptions or additional terms must be specific, and include a clear explanation of the reasons for the exception or addition. Please note that certain of the terms contained herein are required by law or regulation and cannot be modified. Price Proposal Provide a price proposal using the #Pricing Proposal. The Price Proposal must be completed on behalf of the proposer. No pricing or price-related information should appear elsewhere in the proposal.
