It is the intent of these specifications, terms, and conditions to describe an elevator condition assessment and modernization plan being requested by the County. The County intends to award a one (1) year contract (with the option to renew for up to two [2] additional one [1] year terms) to the Bidder selected as the most responsible Bidder whose response conforms to the Informal Request for Proposal (IRFP) and meets the Countys requirements. Addendum Issued [only if necessary to amend IRFP] August 4, 2023 Evaluation Period August 15, 2023 - September 1, 2023 Optional Vendor Interviews Week of August 21, 2023 Notice of Intent to Award Issued September 5, 2023 Board Consideration Award Date October 24, 2023 Contract Start Date November 1, 2023 The Alameda County General Services Agency - Building Maintenance Department (GSA-BMD) intends to procure professional services to perform a comprehensive condition assessment report and develop and implement a plan to modernize the elevator equipment at the 8201 Edgewater building located at 8201 Edgewater Drive in Oakland, CA. The County is seeking to contract with a consulting firm to manage a turnkey process for an elevator condition assessment and modernization plan. GSA-BMD maintains one (1) hydroelectric passenger elevator at the 8201 Edgewater building. This building was built in 1969. Bidders must submit a proposal including a detailed description of their design-build process and a set of deliverables to accomplish the project requirements in this IRFP. Below in Section D.4 (Specific Requirements - Existing Elevator Information) is a description of the equipment. The installation or last modernization year of the existing elevator is unknown. A current conveyance permit is on file with the State of California Department of Industrial Relations, and is attached as Exhibit C of this IRFP. Given this elevators likely age and duty requirements, GSA-BMD intends to complete a comprehensive condition assessment, survey, inspection. Based on the results of the report, GSA-BMD will develop and implement a modernization plan for the elevator. GSA-BMD is seeking proposals from qualified consulting firms to provide a turnkey project approach that will include identifying all necessary infrastructure work to deliver a modernized and code-compliant elevator acceptable to all Authorities Having Jurisdiction (AHJ) of this work. Please note: the awarded contractor for this IRFP will not be eligible to bid on any subsequent solicitations released as a result of this IRFP. The method of Contractor Selection has not been Determined at this time.
