The Los Angeles Unified School District is seeking bids for Asphaltic Concrete Repair Services (Districtwide) as outlined in the attached. The resulting contract(s), if awarded, shall be for one (1) year with four (4) one-year renewal options. These contracts do not have a minimum spend requirement but upon mutual consent, the initial value may increase incrementally up to the maximum legal value of three million dollars ($3,000,000) at any time and as deemed necessary by the District. The contract(s) shall be State and/or locally funded and may be subject to fiscal year funding. District contract awards are made in accordance with authority granted to the Los Angeles Board of Education under California Law (e.g., the Public Contract Code (PCC 20118.5-20118.9), Education Code, and Government Code)). In accordance with Labor Code section 1720, 1771, 1771.5, 1774, 1815 and Title 8 CCR section 16433, the District requires the payment of prevailing wage for all projects over $15,000 when the project is for alteration, demolition, repair, or maintenance work. The District operates an approved Labor Compliance Program (LCP), which shall be enforced on all public works projects that exceed the monetary threshold above. Scope of Contract: The scope of the Contract is to provide asphaltic concrete repair services for the District, in accordance with all the terms, conditions, and specifications specified herein. The scope of the contract is to perform Asphaltic Concrete Repair Services on a Districtwide basis, managed by the Maintenance & Operations Department, on as-needed, as-required, and emergency basis. Contracted services shall be in accordance with all the Terms and Conditions set forth herein including adherence to the following specifications. Vendor COVID-19 Vaccination Requirement Effective November 15, 2021, all vendors who may visit any District school site or facility and/or who may come into contact with District students or staff must be fully vaccinated against COVID19. For purposes of this requirement, the term "vendors" refers to employees/hired staff, agents, contractors, partners, subcontractors, and representatives of the District's vendors and contractors. Prior to providing any such services on or after November 15, 2021, Contractor must certify compliance electronically. Additional information is available electronically. You are hereby invited to submit to the District a bid to furnish all of the labor, materials, and any other related items required for performance under the subject IFB. One (1) original hardcopy with wet signatures and one (1) PDF copy of the original, including the Rate Schedule (Section IV) in Excel Format on a USB Flash Drive must be delivered in a sealed envelope to be DELIVERED BY HAND, - and - an electronic version of the entire bid must be submitted ONLINE. Please read all sections of this IFB carefully to assure that your response to this IFB contains all bidding information required to be considered responsive and responsible. Santos at renato.santos@lausd.net by August 2, 2023. Email the name of the proposing company, names of representatives, their positions and email addresses. A Meeting ID and Password will be provided. All bidders are urged to attend. 1) Nothing said or discussed before, during, or after the non-mandatory pre-bid meeting shall in any way affect bidder's obligation to strictly comply with the IFB. 2) Visits to worksites, if required, must be approved by the District's site administrator. Prospective bidders must not contact any District authorized representative or personnel working on behalf of the District (except those designated herein) prior to publication of the District's notice of contract award covering this requirement. Inappropriate contact by a prospective bidder may subject the bidder to disqualification from the contract award process. The bid package must be submitted in its entirety ONLINE AND HAND DELIVERED, including this letter, all forms in Section IV completed and signed, and any additional documents requested in the IFB (copies of licenses, certificates, etc.). Failure to submit the bid package in its entirety may cause a bid to be ruled non-responsive. Any remarks, additions, or exceptions attached to the bid which conflict with terms and conditions herein, may cause it to be deemed non-responsive. The District reserves the right to reject any and all bids, to waive informalities or irregularities to the extent permitted by law in any bid received, and to be the sole judge of the merits of the respective bids received. The award, if made, shall be to the lowest priced responsive and responsible bidder(s). The contract(s) that may be awarded hereunder is/are not exclusive. The District expressly reserves the right to contract for goods and services such as those referenced herein, through other contractors. Lastly, all bidders intending to respond to this invitation need to register at the City of Los Angeles RAMP electronically or at the District's website at electronically, supplying your email address and choosing a password you shall retain for use when accessing the website in the future. Note: "Bookmark" the City of Los Angeles RAMP website to ensure you are updated with all postings and new material related to this IFB. DISTRICT RIGHTS: The District may investigate the qualifications of any bidder under consideration, require confirmation of information furnished by a bidder, and require additional evidence of qualifications to perform the services described in the IFB. The District reserves the right to: a. Reject any and all bids. b. Revise through Addendum and/or cancel the IFB. c. Issue subsequent IFB solicitations. d. Remedy technical errors in the IFB process. e. Award in any combination of the bid (e.g., by line, by category, as a whole, or not award). f. Seek the assistance of outside technical experts in bid evaluation. g. Approve or disapprove the use of particular subcontractors. h. Award a contract to one or more Bidders. i. Waive informalities and irregularities in IFB. j. Award without discussion. k. Disqualify Bidders upon evidence of collusion with intent to defraud or other illegal practices on the part of the Bidders. The CONTRACTOR shall apply for and furnish to the DISTRICT separate payment and performance bonds for the Work. The performance bond shall be in a monetary amount equal to 100% of the Contract amount guaranteeing the prompt, competent and faithful performance of all terms and conditions of the Contract. The payment bond shall be for 100% of the Contract amount and guarantee, without limitation, the payment in full of all claims for labor, services, materials, supplies, and the like, for the Work as required by Civil Code Board Date: November 14, 2023 (approximate)
