THE CITY OF HAMPTON IS SEEKING PROPOSALS FROM QUALIFIED OFFERORS TO DEVELOP A NUTRIENT MANAGEMENT PLAN (NMP) IN COMPLIANCE WITH THE CITY OF HAMPTON'S GENERAL PERMIT FOR DISCHARGES OF STORMWATER FROM SMALL MUNICIPAL SEPARATE STORM SEWER SYSTEMS (MS4) ISSUED BY THE VIRGINIA DEPARTMENT OF ENVIRONMENTAL QUALITY. Proposals received by telephone, email, facsimile, or any other means of electronic transfer will not be accepted The City of Hampton is not responsible for late delivery by the United States Postal Service or any other courier. All inquiries for information regarding this RFP are to be directed to the Issuing Office as defined herein. THIS IS NOT AN ORDER. The City of Hampton, hereafter referred to as "the City", reserves the right to accept or reject any and all proposals in whole or in part and waives any informality in the competitive negotiation process. Further, the City reserves the right to enter into any one or more contracts deemed to be in its best interest. The entire contents of the RFP, and addenda, offeror's proposal and negotiated changes shall be incorporated by reference into any resulting contract. The City of Hampton does not discriminate against faith-based organizations or against a bidder or offeror because of race, religion, color, sex, national origin, age, disability, or any other basis prohibited by state law relating to discrimination in employment in the performance of its procurement activity. SCOPE OF CONTRACT. This Request for Proposal (RFP) is issued with the intent to establish a contract or contracts for the development of a Nutrient Management Plan (NMP) in compliance with the City of Hampton General Permit for Discharges of Stormwater from Small Municipal Separate Storm Sewer Systems (MS4) issued by the Virginia Department of Environmental Quality. The awarded vendors shall extract soil samples of areas as directed by the City once every three (3) years and evaluate/test the soil in order to develop a NMP for each area indicated in this RFP. Vendors shall not extract soil samples or provide NMP preparation or reports until requested to do so by the City in the identified areas as directed by the City. The City reserves the right to award multiple contracts should it be determined by the City in its sole discretion, to be in the City's best interest as specified herein. PURPOSE The purpose and intent of the NMP is to serve as a guideline for fertilization practices by the sports field manager. With a detailed analysis of the site and desired land use, the necessary products can be applied to achieve maximum plant responses from fertilization with a minimal impact to the surrounding environment. The NMP shall be updated once every three years, by taking soil samples and evaluating the findings to make adjustments for grounds renovations and to update all soil test report information. The recommendations or findings in this plan do not override any Local and State requirements. The maintenance objective of the identified areas is to provide a dense warm season turfgrass intended for high usage sports fields while maintaining a high level of conscience toward the environment and agronomics. IDENTIFIED AREAS As part of the MS4 permitting for The City of Hampton areas that receive supplemental fertilization to maintain turfgrass, and are greater than one acre of contiguous area, must be under an urban nutrient management plan. By this definition nine areas within the municipality met the criteria and will be outlined under the NMP. Detailed backgrounds for the areas along with site observations are detailed within this section. Areas may be added, deleted or changed as necessary by the City. 1. Gosnold Hope Park (901 E. Little Back River Rd. Hampton, VA 23669) This area is comprised of three full sized football fields and three individual areas used for youth soccer and other sports. The turf is comprised of Hybrid Bermudagrass. See Maps A1 & A2. 2. Hampton High School (1491 W. Queen St. Hampton, VA 23669) This area is comprised of one football field, one softball field, and one baseball field. The turf is comprised of Hybrid Bermudagrass. See Map A3. 3. Phoebus High School (100 Ireland St. Hampton, VA 23663) This area is comprised of one soccer, one football, one softball, and one baseball field. The turf is comprised of Hybrid Bermudagrass. See Map A4. 4. Bethel High School (1067 Big Bethel Rd. Hampton, VA 23666) This area is comprised of one soccer, one football, one softball, and one baseball field. The turf is comprised of Hybrid Bermudagrass. See Map A5. 5. Soccer Park (2417411 Andrews Blvd. Hampton, VA 23663) This area is comprised of four full size soccer fields. The turf is comprised of Hybrid Bermudagrass. See Map A6. 6. Kilgore Gifted Center (339 Woodland Rd. Hampton, VA 23669) This area is comprised of one football field. The turf is comprised of Hybrid Bermudagrass. See Map A7. 7. Andrews PreK-8 School (3120 Victoria Ave. Hampton, VA 23661) This area is comprised of one football field and one baseball field. The turf is comprised of Hybrid Bermudagrass. See Map A8. 8. Darling Stadium (4111 Victoria Ave. Hampton, VA 23669) This area consists of one football field. The turf is comprised of Hybrid Bermudagrass. See Map A9. 9. Kecoughtan High School (522 Woodland Rd. Hampton, VA 23669) This area is comprised of one soccer, one football, one softball, and one baseball field. The turf is comprised of Hybrid Bermudagrass. See Map A10. REQUIREMENTS The proposal firm must have staff member(s) who is/are certified as a Virginia Certified Nutrient Management Planner by the Virginia Department of Conservation and Recreation. Proof of certification is required prior to award. A. Contact with City/City Staff, Representatives, and/or Agents. Direct contact with City staff, representatives, and/or agents other than the Consolidated Procurement Division staff on the subject of this RFP or any subject related to this RFP is expressly prohibited except with the prior knowledge and permission of the Purchasing Agent or designated representative. B. Questions. Offerors must submit questions regarding the RFP in writing to the Issuing Office via email to alicia.brown@hampton.gov no later than 3:30 PM EST on August 29, 2023. Necessary replies will be issued to all Offerors of Record as addenda that shall become part of the contract documents. Oral instructions do not form a part of the proposal documents. Offeror is responsible for checking website http://www.Hampton.gov/bids-contracts or contacting the Issuing Office within 48 hours prior to proposal closing to secure any addenda issued for this RFP. C. Changes or Modifications. Changes or modifications to this RFP made prior to the date and time of closing will be addressed by addenda from the Issuing Office. Offerors are to acknowledge receipt of addenda in the space provided on the cover page of this RFP. Oral communications are not a part of the proposal documents. This RFP and any addenda shall be incorporated, by reference, into any resulting contract.
