https://www.crainscleveland.com/real-estate/akron-issues-rfps-affordable-housing-projects Akron RFPs focus over $2 million in funds on affordable housingDowntown Akron skyline The city of Akron finished 2025 by issuing two final requests for proposals to developers to help address affordable housing needs. The city is allocating up to $2 million through its HOME Investment Partnership Program, using American Rescue Plan Act funds (HOME-ARPA RFP) to provide gap financing for projects that develop new permanent supportive housing for people experiencing or at risk of homelessness. RelatedThe HOME-ARPA funds are intended as gap financing and typically cannot exceed 40% of the total project cost. According to Kyle Julien, director of planning at the City of Akron, this is the first time the city has issued an RFP for a project of this kind. An additional $500,000 per project is provided through the program (HOME RFP) to support developers working on affordable housing projects for low- and moderate-income households in Akron, ranging from small neighborhood infill developments to large multifamily apartment complexes. A total of $1 million has been designated for this initiative. The HOME funds are also meant to serve as gap financing and generally cannot surpass 20% of the total project cost. HOME funds are provided by the U.S. Department of Housing and Urban Development. “These Requests for Proposals will facilitate the creation of affordable, safe, quality housing units in Akron, particularly for our most vulnerable residents,” said Akron Mayor Shammas Malik in a press release. “These funds enable affordable housing developers to compete for other sources of funding and bring additional investment to our housing stock.” Priority will be given to proposals that leverage additional sources of investment, occur along major transit corridors, are near neighborhood amenities, and acquire and rehabilitate existing residential properties, Julien told Crain’s Cleveland Business. Julien also said both funds are part of the city of Akron’s effort to establish a predictable and regular cycle of affordable housing funds for developers working in the city. Submissions for the HOME RFP are due on Jan. 16, and submissions for the HOME-ARPA RFP are due on March 27. Additional funding will be available through both programs again in 2026 if not all funds are used in this initial round. ----------------------------------------- The Subrecipient shall be responsible for providing or arranging all materials, tools, and labor for the Services indicated below.
