Site work and new construction of a detention facility in Paris, Illinois. Working plans call for the construction of a detention facility; and for site work for a detention facility.

The U.S. Department of Agriculture, Rural Development, is considering an application for financial assistance from Edgar County. The specific element of this proposed action is the construction of a new county jail and multiuse public facility to replace the old county jail. The facility will be built on a 21.5acre site, that is located on west side of Paris, bordered by 950th Rd (to the north) and St. Rt. 133 (to the south), Paris, IL. The facility will comply with all applicable laws, permits, mitigating measures outlined by the various agencies contacted or involved. The other purpose of this notice is to inform the public of the proposed construction will convert approximately 3 acres of farmland for the jail facility of a 21.5 acre tract. This land is considered Prime and important farmland and the proposal has been reviewed by the Natural Resource Conservation Service and IL Department of Agriculture. In review of the proposed project, alternative sites or actions that would avoid these impacts and methods that could be used to minimize these impacts were investigated and the proposed alternative appears to be the most feasible. Klingner & Associates prepared an environmental assessment for RD that describes the project, assesses the proposed project's environmental impacts, and summarizes as applicable any mitigation measures used to minimize environmental effects. Rural Development has reviewed the environmental report and believes that it accurately assesses the impacts of the proposed project. No significant impacts are expected as a result of the construction of the project. Any person interested in commenting on the proposed action may do so by sending such comments within 14 days following the date of this publication to the following address. The proposed action is available for review at the following Rural Development office; Champaign Area Office, 2110 W. Park Ct, Suite B, Champaign IL 62821.
