Project 9225-03 Utility Upgrades and Equipment Project (UUEP) at Y-12 National Security Complex, Oak Ridge, Tennessee Introduction Consolidated Nuclear Security, LLC, (CNS) is seeking interested parties to contract for the site demolition, preparation, and installation of existing and new utilities and equipment for the 9225-03 Utility Upgrades and Equipment Project (UUEP), a CNS design-bid-build project. CNS prefers to contract with one entity capable of performing the activities generally outlined herein. The successful bidder (Contractor) will be responsible for the build phase (construction) of this project. Interested parties are encouraged to reply to the expression of interest if you can provide one or more of the services listed below. CNS will use the information obtained from this Expression of Interest (EOI) and the informational meeting to structure a Request for Proposal (RFP). Background The Y-12 National Security Complex is located in Oak Ridge, Tennessee. It is a Department of Energy (DOE) National Nuclear Security Administration (NNSA) national security complex managed and operated by CNS. General Scope Description for 9225-03 Utility Upgrades and Equipment Project The project site is located at the existing building 9225-03, adjacent to Poplar Creek, inside the Y-12 Property Protection Area (PPA). The purpose of the UUEP is to upgrade the utilities and infrastructure of the existing 9225-03 facility to support the installation of future production equipment that will allow Y-12 successfully fulfill its role in meeting future mission needs. UUEP will include both Base Scope (Utility and Infrastructure Upgrades) and Optional Scope (Future Production Equipment Installation). Design of the Utility Upgrades, which includes commercially off the shelf (COTS) type utility equipment, is currently being developed by Jacobs Technology, Inc. Base Scope The scope includes furnishing all non-manual labor, craft labor, supervision, materials, tools, equipment, services, inspections, tests, incidentals (except as specified to be furnished or performed by others) and anything else necessary for construction in accordance with approved design documents including, but not limited to the following: * Site prep - Construction staking/survey; construction barricades and temporary fencing; storage, staging, laydown, fabrication,parking, and jobsite office-trailer areas; locate/pot-hole utilities; erosion prevention and sediment controls; shoring; termination/isolation of power and hazardous energy sources; temporary utility services; etc. * Demolition - Emergency notification system; fire alarm system; interior air-handling units and ancillary systems in two mechanical rooms, including housekeeping pads; lighting; saw cutting; overhead power line pole; wheel stop curbs; parking lot striping; demolition of a portion of existing fire suppression system components and deluge system; etc. * Civil - Site excavation for foundations, pads, piers, and utility trenches; site grading and backfill; site restoration (pavement, seeding, etc.); installation of bollards; secondary containments; modification to storm sewer, sanitary sewer, and roof drains; water line extension; etc. * Architectural - Repair floor drains; remove/replace door panels and hardware; wall removal/demolition for doors and openings; installation of insulated coiling door; fireproof coating repairs; wall installation of various types, including fire rated; fabrication and installation of equipment mezzanine; remove/replace ceiling tiles; specialty protective coatings; etc. * Structural - Exterior wall modifications for roll-up door; foundation improvements; supports for building utilities; exterior foundations slabs for new utility support equipment; secondary containment for transformers; pipe racks; specialty protective coatings; etc. * Fire Protection - Upgrades to the existing fire suppression system, including pipes, supports, and heads. * Mechanical - Installation of exterior air handling equipment, exhaust stack, ductwork, and HVAC system; cooling towers; expansion tanks; pumps; valves; piping, supports, and in-line components and instruments for cooling water, potable water, nitrogen, helium, argon, and compressed air systems; new interior air handling equipment and ancillary components; insulation; specialty protective coatings; heat trace; etc. * Electrical - Electrical upgrades to support the new demands of the facility, including unit substations with transformer and switchgear, accusine meters, switchboard, automatic transfer switch, diesel generator, raceways, conduit, and underground cables; overhead power line modifications and new pole replacement; modifications/upgrades to emergency notification system, fire alarm system, classified and unclassified networks, lightening protection system; etc. * Delegated design - exhaust stack and support structure; walk-in hoods; workstation bridge crane; direct digital control (DDC) system for HVAC; etc. CNS will procure engineered equipment to supply as Government Furnished Equipment (GFE) to the Contractor. A number of GFE items have been identified this project. * Base Scope GFE - Unit substations (3) ea. w/ a transformer and switchgear; accusine Meter (6); switchboard; automatic transfer switch; 1500 kW diesel generator; 150-ton chiller (2); 265-ton chiller (1); 300-ton dry wheel dehumidification unit; close loop cooling tower (3); etc. Optional Scope Design of the Equipment Installation scope is currently conceptual in design but will be developed by mid- to late-2024, under a separate, forthcoming A/E service subcontract. The forthcoming construction statement of work (SOW) for the UUEP will include, but is not limited to, the Issued for Construction (IFC) Utility Upgrades design package and conceptual/early design information and layout, as well as other pertinent information that will give the ability to initially bid. The scope includes furnishing all non-manual labor, craft labor, supervision, materials, tools, equipment, services, inspections, tests, incidentals (except as specified to be furnished or performed by others) and anything else necessary for construction in accordance with approved design documents including, but not limited to the following: * Civil/Structural/Architectural - Placement of new production equipment, including anchorage and supports. * Fire Protection - Modifications to fire sprinkler system. * Mechanical - System tie-ins to new production equipment, including piping and in-line components. * Electrical/Instrumentation/Controls - Electrical system tie-ins to new production equipment; install integral controls, instrumentation, and control user interfaces. CNS will procure engineered equipment to supply as Government Furnished Equipment (GFE) to the Contractor. A number of GFE items have been identified this project. * Optional Scope GFE - Hot uniaxial press (2); tube furnace; aluma lift; chemical fume hoods; hydraulic press; vacuum over; special tube carts; etc. Summary The UUEP will be executed using as Lump Sum per Line Item subcontract. UUEP scope of work will be performed by the selected bidder using the trade off approach evaluation. More information on this procurement, meetings, and informational sessions will be forthcoming.
