Site work and paving for a mixed-use development in Florence, Arizona. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.

**As of October 18, 2023, this project has not yet been awarded. A timeline for award has not yet been established.** Scope of Work - Combs Road: Location of Work The proposed work is located on the Combs Road alignment between Pecan Creek Drive and Black Forest Road, totaling approximately 8,750 linear feet and along the Schnepf Road alignment between Stagecoach Pass Avenue and Sherry Lane, totaling approximately 6,525 linear feet. The existing Combs Road is partially improved with asphalt pavement and will be replaced to provide pavement, curb, sidewalk, and driveways to the ultimate roadway section. The full project limits are within unincorporated Pinal County. Private developments adjacent to Combs Road on both the north and south sides and on the west side of Schnepf Road are under design and will be constructed prior to or concurrently with this project. Proposed Work: The project includes constructing the Combs Road roadway to provide up to three westbound travel lanes and two eastbound travel lanes. Raised medians will be constructed for most of Combs Road, providing breaks for turn lanes and intersections. Left and right turn lanes will be provided at access points required for adjacent properties and at intersections with crossing streets. Traffic signals will be installed at three intersections within the project limits. The Combs Road improvements begin at approximately 600 feet west of Kenworthy Road and end at approximately 2,500 feet east of Schnepf Road. Drainage improvements will be constructed at properties where required. Private development drainage requirements will be partially or fully constructed by the owner(s). The removal work consists of removing asphaltic concrete pavement, along with removals for curb, sidewalk, driveway, fence, rip-rap, irrigation/storm structures, pavement markings, and other related and miscellaneous work as indicated in the Bid Schedule and these Project Specifications. The installation work consists of constructing asphaltic concrete pavement, aggregate base course, curb and gutter, raised median single curb and pavers, curb ramps, driveways, scuppers, catch basins and storm drains, retention basins, reclaimed waterline, signing and marking, traffic signals, utility relocations, and other related and miscellaneous work as indicated in the Bid Schedule and these Project Specifications. Scope of Work - Kenworthy Road: Location of Work: The proposed work is located on the Kenworthy Road alignment between 1/2 mile north of Combs Road and Chandler Heights Road, totally approximately 3,300 linear feet. The existing alignment of Kenworthy Road south of Queen Creek Wash consists of a graded, bifurcated dirt roadway which provided access to the former Cemex plant. North of Queen Creek Wash, the alignment is a bifurcated, graded dirt roadway, but barricades and barriers prohibit access to the general public. Proposed Work: This project includes constructing a new three-lane roadway with drainage improvements to provide one travel lane in each direction, a continuous two-way left turn lane, and sidewalk. Regional drainage improvements include a combination five cell, ten-foot by six-foot/single cell ten-foot by twelve-foot reinforced concrete box culvert to provide an all-weather crossing (100 year storm event) of Queen Creek Wash. Included in the culvert are headwalls, wingwalls, access ramp, weir structure, erosion protection elements, and grade controls structures to protect and provide access to the drainage crossing. Roadway drainage improvements will include concrete scuppers that will convey runoff generated within the right-of-way to roadside retention basins. A new multi-use path, surfaced with decomposed granite, will extend an existing path to provide connectivity on the west side of Kenworthy Road from Chandler Heights Road to Ocotillo Road. A Rectangular Rapid Flashing Beacon (RRFB), signing, pavement markings, and storm water pollution prevention plan will best management practices are also included with the project The work also consists of clearing, grubbing, removing asphaltic concrete pavement, pipes, and debris; installing aggregate base course, asphaltic concrete, decomposed granite with steel edging, curb and gutter, sidewalk, scuppers; constructing reinforced concrete box culvert. Unless excepted by the Engineer, work on this entire project shall be started within 10 calendar days from the notice to proceed date and be completed within four hundred fifty (450) calendar days from notice to proceed date Bids shall be submitted on bid forms provided by Pinal in the manner and according to the conditions set forth in the instructions to bidders. All required documents shall be submitted, as set forth in the instructions to bidders, accompanied by a bid security. If bidder fails to submit the required documents, the bid shall be deemed to be non-responsive and rejected. In accordance with Arizona Revised Statutes, title 34, as amended, every bid shall be accompanied by a Bid Security payable to Pinal County for ten percent of the amount of the total Bid Price by certified check or cashiers check drawn on a responsible bank doing business in the State of Arizona or by surety bond acceptable to Pinal County and issued and executed solely by a surety company or companies holding a certificate of authority to transact surety business in the State of Arizona in the form required by Arizona State Statutes, title 34, as amended, and executed by the bidder and the surety with a certified and current Power of Attorney of suretys attorney-in-fact attached thereto. The surety bond shall not be executed by an individual surety or sureties. No bid shall be considered unless it is accompanied by the required Bid Security. Return of the Bid Security shall be in the manner and according to the conditions set forth in the Instructions to Bidders Every bid shall constitute an offer to perform according to the terms, conditions, provisions and specifications of the Bid/Contract Documents and shall remain irrevocable and subject to acceptance for sixty (60) days after the date for the opening of the bids. Pinal reserves the right to accept or reject any and all bids, to accept or reject only part of a bid, to reject all non-responsive or Non responsible bids, to advertise for new bids, to waive any and all informalities in a bid not involving price, time or changes to the Scope of Work or to withhold the award for any reason deemed suitable by Pinal and to cancel this Invitation for Bid at any time before the award of the contract by the Board of Supervisors of Pinal County, Arizona. Pinal also reserves the right to disqualify Bids, before or after the time of opening, upon evidence of collusion with the intent to defraud or other illegal practices upon the part of the Bidder.
