As of September 27, 2023, the project was awarded to Kent Power, Inc., with an awarded amount of $88,967.35. Reference Number 0000326984 general construction contract. The Contract provides for the furnishing of all labor, equipment, and materials necessary to replace four 15kV breakers at Franks Substation and two 15kV reclosers at Southeast Substation with six (6) 15kV breakers. Project completion date, including all close-out documents, is January 31, 2024. The overall of this project consists of the removal of four 15kV breakers and two 15kV reclosers with six new 15kV breakers, reconnection of power and control cabling, replacement of all jumpers to the substation disconnect switches, plus replacement of crossarms on three riser stands at Franks Substation as more fully depicted on the drawings and in the specifications. The Owner will furnish certain material as listed in the Project Manual to the Contractor. The Contractor will be required to pickup and transport all material which is supplied from the Owner's warehouse. Breakers are scheduled for delivery to the Owner by the end of July 2023. A bid alternate is also being requested to complete replacement of control cables at Franks Substation Circuits #1, #2 & #4. Job Franks Substation & Southeast Substation General Requirements - Bidder Prequalification/Preregistration Required - Insurance Required Bonding Requirements - Bid Bond 10 % Franks Substation 15kV Breaker Replacement Work includes replacement of four 15kV breakers, including wire drops from the substation disconnect switches, liquid-tight flexible conduit from top of foundation to the new breakers control cabinets, ground grid connections, and transferring the existing control cables, plus substation site restoration as more fully depicted on the drawings and in the specifications. Power and control cables for breaker #3 will be removed and replaced with new, contractors to provide a bid alternate to replace the cables in the other three breakers. Additionally, wood crossarms on three circuit exit riser stands will be replaced with fiberglass style. Each circuit will be deenergized for the crossarm replacement. Circuit #1 is a spare circuit with no conductors attached to the crossarms. Circuit #3 & #4 will require conductor transfers, but each circuit has disconnect switches on the first pole outside the substation, allowing for the work to be completed in a deenergized state. Although cables are estimated to be long enough for connection in the new breakers, a bid alternate for cable replacement on breakers #1, 2 & 4 is being requested. Southeast Substation 15kV Breaker Replacement Work includes replacement of two 15kV reclosers with 15kV circuit breakers, including wire drops from the substation disconnect switches, liquid-tight flexible conduit from top of foundation to the new breakers control cabinets, ground grid connections, control cable for both circuits, and site restoration as more fully depicted on the drawings and in the specifications. Circuit #4 recloser has been removed, although the substation steel stand remains and will need to be removed. All breakers, reclosers, and stands shall be returned to the City of Sturgis Electric Department warehouse on N. Centerville Road and unloaded by the Contractor. All other items removed shall be disposed of at the Contractor's expense. Both substations shall be returned to original conditions or better including stone surfacing following all construction activities.
