Reference number : 1750664 Deadline for receipt of complaints: 2023-08-24 Submission sent electronically accepted: No The City of Sherbrooke wishes to obtain bids for the selection of equipment as part of the upgrading of the Saint-Elie-d'Orford wastewater treatment plant located on Station Road, north of rue des Tourterelles . In general, the scope of work consists of the supply, delivery and installation of mechanical components, instrumentation, control elements that are an integral part of the proposed treatment technology, as well as its commissioning. All according to the terms and conditions described in this tender document. The wastewater treatment plant was commissioned in 1984 and extended in 1993. Then, work on the aeration system was carried out, the latest dating from 2005-2006. The aerated pond-type plant currently receives wastewater from a population of approximately 4,690 people. In order to remedy non-compliance with discharge requirements, the treatment plant must be brought up to standard. The project includes the establishment of a treatment chain in addition to the existing ponds. Following a preliminary study carried out by the consultant GBI, two technologies were selected for bringing the facilities up to standard. These technologies will later be described as the following scenarios 1 and 2: Scenario 1 : Addition of slurry packed biological reactor(s) (RBGS) upstream of the aerated ponds Scenario 2 : Addition of fixed-packed floating biological reactor(s) within the aerated ponds This call for tenders allows bidders to submit a service offer on one or other of these scenarios. No other technology can be proposed within the framework of this invitation to tender. Section 4 - Quotation for pre-purchase or technical clauses details the common supplies and the specific supplies relating to each of the scenarios. The requirements and characteristics of this call for tenders relating to the two scenarios, including the price schedules, allow them to be compared with each other while preserving fairness between the bidders. Concomitant works For practical reasons, certain clarifications are worth making, particularly with regard to the concomitance of certain works and services. For the benefit of bidders, these contracts are described as "Lot A" and "Lot B". Lot A: This is the contract covered by this invitation to tender. This lot corresponds to the contract awarded as part of the pre-purchase of the equipment that will constitute the treatment chain for the project to bring the station up to standard. The mandate includes assistance with the design of the infrastructures in collaboration with the market professional hired by the City. Lot B: This is the contract covered by a future call for tenders. This lot corresponds to the construction works of the infrastructures necessary to support the scenario selected under this call for tenders and to project management throughout the duration of the works. The General Contractor who will be selected must carry out the work in accordance with the contract awarded to the Contractor for Lot A. The Contractor for Lot B will begin his work before that of the Contractor, which explains why the project management will be entrusted to him. More specifically, the Lot B Contractor will be responsible for: Coordinate its work with that of the Successful Bidder; Assume with the Contractor the obligations of the project management as defined in the Act respecting occupational health and safety; Report in writing to the City of Sherbrooke and to market professionals any intervention and situation that may involve risks to the health and safety of workers that it observes in the work of the Successful Bidder and which would be likely to affect the work of his contract; Hold and maintain insurance coverage in accordance with the provisions of the Lot B call for tenders.
