The City of Chico is seeking to retain an experienced Consultant to provide all services necessary to complete the PA&ED, ROW and PS&E phases for construction of the Southbound State Route 99 and Eaton Road Roundabout Project. The existing conditions of the project area currently operate as a side-street stop-controlled intersection with the SB off ramp being the stop-controlled movement. Currently the intersection operates at an unacceptable level of service and is projected to worsen in the future. The purpose of the project is to improve vehicular operations, circulation, and accessibility for all modes of travel through the project area. The benefits will include reduction of vehicle delay, reduction of emissions, reduction in collision frequency and severity, and reduction of barriers to active transportation. In preparation for this project, the City prepared an Intersection Control Evaluation (ICE) report for the intersection, and based on the report's findings, approved by Caltrans, it has been determined that a four-leg roundabout is the preferred intersection control improvement at this location. Refer to the supplemental attachments for additional information contained in the ICE. In addition, completion of this project will complement the operations of the adjacent northbound intersection located at SR99 and Eaton Road, which was converted to a five-leg roundabout in 2022.
