The Riverside County Transportation Commission (RCTC) invites Statements of Qualifications (SOQs) from qualified prospective entities ( Proposers ) interested in submitting SOQs for the I-15 Express Lanes Project Southern Extension (Project). RCTC seeks interested entities for the development and completion of the Project which would extend the I-15 Express Lanes by an additional 15.8 miles and add two southbound I-15 auxiliary lanes through a progressive design-build contract. RCTC anticipates delivery of the Project through a progressive design-build contracting and delivery method where a private sector partner participates in early project definition, preliminary design, project pricing, and partnering with RCTC to evaluate and plan the Project. The scope of Work under the Contract will be performed in two distinct phases under a single Contract. The Contract will initially relate only to Phase 1 and may be amended to include scope and certain other specified terms for Phase 2. RCTC anticipates that the Shortlisted firms will be notified on or around May 14, 2025 . The DBE contract goal for Phase 1 work is 22%. Question Deadline 03/28/2025 at 12:00 PM PT
