NEBRASKA FOR Hovey Housing Subdivision, Phase 3 Infrastructure Project # NDED 23-11-291 The City of South Sioux City, Nebraska is soliciting qualications for an engineering rm for street and utility development in the above described project area. Please see the attached site map. The project estimated cost is approximately $924,500. The City of South Sioux City has been awarded $750,000 under the NDED Qualied Census Tract Recovery Grant Program - Greater Nebraska program that utilizes funding provided through COVID-19 State and Local Fiscal Recovery Fund (SLFRF) through the American Rescue Plan Act (ARPA). $750,000 of this will be for the Engineering fees and construction with the balance of the project paid by the City of South Sioux City TIF fund(s). The selected rm will be responsible for the following: 1 - The consultant selected shall provide normal and customary professional services for this project which may include but is not limited to: (examples, but may not always apply) aSurvey - Preliminary ROW b-Soil & Concrete Testing c-Utility Plans d-Construction Phasing e-Trafc Control Plans f-Roadway Design g-Drainage plans, including pollution prevention h-Soil testing, Soil Borings and concrete testing's Construction management/inspection services 2 - All the above shall be in conformance to/with City, Sate and Federal requirements 3 - Meetings will be held with representatives from the City and other interested parties at appropriate times to discuss progress and issues 4 - Submit plan and estimate review sets at preliminary plans (30%); functional plans (60%); and PS&E (90%). 5 - Complete nal design drawings, technical specications, special provisions, estimates, and contract documents for bidding and construction of the project and meet with the City project team to present and review the nal design documents due within 60 days of contract signing. 6 - Davis Bacon does not apply 7 - Work with the City's Grant Administrator to ensure that all contract requirements, labor standards and project requirements including, but not limited to wage determination, e-verify, etc. are met and complied with. 8 - Comply with Section 3 requirements. 9 - Prepare all applications for required federal, state or local permits for construction including ood plain permits, 404 permits, storm water permits, etc. and necessary and insure all data is sufcient for receiving such permits 10 - Submit completed design documents to local regulatory agencies as required and assist the City in obtaining approval for improvements from such agencies. 11 - Assist the City in obtaining bids for construction, including: coordinating and attending pre-bid meetings, when required; answering all technical questions from prospective bidders; preparing bid packets and specications and scopes of service and preparing bid addenda as required. 12 - Submit printed copies and computerized le copy of as-built plans and construction contract documents. 13 - Firms submitting proposals must comply with e-verify requirements in accordance with state and federal government standards and will be checked through the excluded parties' list system to ensure eligibility to work on projects. All contractors and subcontractors on the project must be SAMS veried prior to agreement. 14 - Serve as the liaison for the city during project implementation with affected residents in the project area. 15 - Receive and review requests for payments and change orders from contractors and submit to the City for approval and payment. 16 - Attend Public Works Meetings and City Council Meetings to answer questions of the public and Council members on the ongoing status of the project. 17 - Complete contractor/subcontractor evaluations at project completion. Submittals must include a letter of interest, (not included in the page county), and all required information as request below. In order to facilitate review the Request for Qualications (RFQ) by the Consultant Selection Committee, the following information must be included in the RFQ in the order listed: 1 - Listing of the key members included in the Project Team. This discussion should include the primary areas of responsibility of each member with brief resumes for each member. 2 - The name, qualications, experience, and availability of the project manager. This section should include a discussion of similar projects the project manager has successfully completed. 3 - A brief discussion of project understanding and proposed approach to the project. 4 - A project schedule outlining the time frame and an estimated completion date of the major tasks and deliverables. 5 - A discussion of similar projects the members of the Project Team have completed in the last ve years. This listing should be limited to the three most applicable projects and should include for whom the project was completed and a reference contact. 6 - The RFQ shall not exceed 10 single pages, single spaced, in 10 or 12 font size and a maximum of four complete copies. All Consultants must include an acceptable Drug-Free Workplace Policy in their submittal. Price is not a selection factor and is to be excluded in the rm's submittal. Interviews will not be conducted. A cost xed fee contract will be negotiated after a consultant has been selected Submissions will be Scored on the Following Criteria Submissions will be reviewed, evaluated, and ranked (e.g.: 1,2,3) in accordance with the City's selection process and procedure. 1 - Qualications of Key Personnel (25 points) 2 - Past performance on similar projects (20 points) 3 - Location of ofce where majority of work will be performed and familiarity with the City of S. Sioux City (15 points) 4 - Clarity, conciseness, and organization of proposal (10 points). 5 - Approach to project (20 points) 6 - Resources of the rm to conduct and complete this project in a satisfactory manner (10 points) Selection will be based upon qualications and optional interviews. Submissions must remain rm for sixty (60) days from the submission due date. At its sole discretion, the City of South Sioux City reserves the right to reject any or all submissions and to select the submission that is deemed to be in the city's best interest.
