THIS IS A SOURCES SOUGHT NOTICE. THIS NOTICE IS ISSUED FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. A PRE-SOLICITATION SYNOPSIS OF THE PROPOSED CONTRACT ACTION WILL BE POSTED AT A LATER DATE THAT WILL PROVIDE INSTRUCTIONS FOR BIDDERS TO RESPOND TO THIS OPPORTUNITY. PLEASE DO NOT RESPOND TO THIS NOTICE IF YOU ARE NOT SERIOUSLY INTERESTED AND IF YOU DO NOT PERFORM THIS REQUIREMENT. IT WILL DELAY THE POSTING OF THE SOLICITATION DUE TO FURTHER MARKET RESEARCH THAT WILL BE REQUIRED. Interested small business contractors are requested to respond to this notice by filling out and emailing completed questionnaire attachment (see attached) to Julie Bergami email: jbergami@bop.gov. Responses must be received no later than August 14, 2023. Interested vendors must also add their names to the Interested Vendors List for this posting in www.sam.gov Contract Opportunity (must be logged-in to your account). The Federal Bureau of Prisons (FBOP) anticipates the need for a firm-fixed-price construction contract for a project entitled "Replace Roofs" at the Federal Correctional Institution (FCI) Williamsburg located in Salter, South Carolina. FCI Williamsburg is a federal correctional institution located on 8301 Highway 521, Salters, SC 29590. The project consists of furnishing all equipment, materials, and labor for the low slope (Over flat deck) type roofing replacement of one housing unit. The total square footage of replacement roofing is 27,566 square feet. The total square footage that has been partially torn off is 11,383 SF. The remaining total square footage requiring demo is 16,183 SF. The contractor shall provide a roof assembly to meet the following requirements for a low slope roof system: Roof system to meet or exceed applicable codes including but not limited to following: Class A fire rating approval by Underwriters Laboratory. Wind resistance in compliance with ASCE 7-16 for the project location. System shall meet the required R Value requirements for the local jurisdiction. Minimum SRI of 100. Maximum VOC shall be less than 50 g/l. Liquid products shall be USDA Certified Biobased Products. All sheet metal components shall be compliant with ANSI/SPRI standards. Warranty Requirements: Roof assembly must qualify for a 30-year labor and material warranty. Roof warranty must be a full system warranty including all sheet metal components. System Requirements: Insulation assembly shall be compliant with the R Value requirements. Membrane shall consist of a hybrid liquid applied including a fully adhered based ply sheet and a fluid applied reinforced top ply. Base sheet. Liquid membrane shall be one of the following: One part, moisture triggered, polyurethane. Two-part, bio-based polyurethane. Sheet metal components shall be compliant with ANSI/SPRI All sheet metal accessories shall have an oven-baked, factory-applied finish. Submit color choices from a standard palette to the Contracting Officer Representative (COR) for selection. The contractor will install all new industry standard, 24 gauge, coated steel coping caps, counter flashings, scuppers, and downspouts. Replace all roof-to-roof expansion joints. Additional Requirements: The contractor must provide a roof safety plan for permanent roof safety that is compliant with OSHA 29 CFR 1910.29 and 1926.502. The contractor shall be responsible for removing the remaining existing roofing from the partial tear off including insulation, flashings, and metal trim. Flash all parapet walls up and over with the same system. Flash all penetrations per the manufacturer standards. The contractor will immediately dry in roof deck once roof is torn off. The contractor will remove the existing and install a new aluminum certified lightning protection system to replace the existing one. Contractor to submit lightning protection layout shop drawings to the FBOP prior to fabrication or installation. It will be the responsibility of the contractor to remove all debris from roof and remove from the grounds. It will be the responsibility of the staff of FCI Williamsburg to remove the debris containers only from the site to outside of the fence for the contractor to dispose of. It shall be the contractor's responsibility to obtain all measurements, and manufacturer's installation recommendations. The contract shall perform the work so as to not interfere with the FBOP's operations as minimal as possible. The FBOP will occupy the site during the entire construction period. Interested bidders must be registered in the System for Award Management (SAM) at https://sam.gov. Pursuant to Federal Acquisition Regulation (FAR) 36.204, the estimated magnitude of this project is between $1,000,000 and $5,000,000. (NOTE: This range is one of eight available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range.) The North American Industrial Classification System (NAICS) code applicable to this requirement is 238160 (Roofing Contractors) with a corresponding small business size standard of $19,000,000. The FBOP is seeking small business contractors for this project. Your business size metrics information entered in your https://sam.gov registration must be less than or equal to the small business size standard specified above (see provision 52.219-1 in the Representations & Certifications section of your https://sam.gov registration). Interested contractors are requested to respond to this notice by filling out and emailing completed questionnaire attachment to Julie Bergami email: jbergami@bop.gov and adding their business names to the Interested Vendors List for this posting in https://sam.gov (must be logged in to your vendor account). Please add your business name only if you are interested in submitting a bid as a Prime contractor and are capable and eligible to compete for and perform this project. This notice is intended only for those who would be entering into a Prime contract with the FBOP for the entirety of the project. The FBOP does not award subcontracts. Subcontracts (if applicable/necessary) are the responsibility of the Prime contractor. The FBOP has no privity of contract with subcontractors. The pre-solicitation synopsis (to be posted at a later date) will include further instructions for responding to this opportunity. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
