SOURCES SOUGHT NOTICE FOR 36C25724Q0882, UPGRADE SECURITY SYSTEMS, U.S. DEPARTMENT OF VETERANS AFFAIRS WEST TEXAS VETERANS HEALTH CARE SYSTEM THIS SOURCES SOUGHT NOTICE IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. This is NOT a solicitation announcement. This is a sources sought notice only. The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification relative to NAICS 238210 (size standard of $19M) and PSC Z2NZ. Responses to this notice will be used by the Government to make appropriate acquisition decisions. After review of the responses to this notice, a solicitation announcement may be published. Responses to this notice are not considered adequate responses for a solicitation announcement. The Magnitude for this Construction Project is: Between $5,000,000 and $10,000,000 IAW VAAR 836.204(g). The Department of Veterans Affairs (VA), VISN 17 Network Contracting Office, is seeking Service-Disabled Veteran-Owned Small Businesses (SDVOSB) as defined in FAR Subpart 19.14 sources to construct a new electronic security system and enhance the overall Security Infrastructure of the West Texas VA Health Care System (WTVAHCS). Any responses from non-SDVOSBs may be considered. However, SDVOSBs will be given priority in review of responses to this Sources Sought Notice. This is to determine whether the Veterans Affairs has a need to conduct a tiered evaluation in the event sufficient responses from SDVOSBs/VOSBs are not obtained. The Contractor shall provide all labor, supervision and all other resources required to deliver the requirements stated herein, except as may otherwise be specified in this statement of work. The Construction Contractor for this project shall provide all necessary tools, travel, labor, material, equipment, warranties, and supervision etc. necessary to execute the installation and programming noted within this project in accordance with the approved plans, specifications, and phasing schedule. The existing camera systems at the above location are currently connected to the main communication center located within the at the main VA facility (building 1), but are not functioning correctly. The goal of this project is to develop and install a "point-to-point" communication between these cameras, their associated DVRs, and the VA Police dispatch and communication center. Currently, the above location does not have an electronic physical access control system (PACS) that is compliant with Homeland Security Presidential Directive 12 (Policy for a Common Identification Standards for Federal Employees and Contractors) and the Federal Information Processing Standard Publication 201-2 (Guidelines to ensure compliance with HSPD-12). This project will also incorporate such a system. This system shall feed into VA Police dispatch to allow constant monitoring, command, and control. This project will also incorporate, consolidate, and upgrade the existing panic/duress/intrusion alarm systems. Currently, these alarm systems are being monitored and controlled by an antiquated system which fails routinely. All alarm systems shall be able to be monitored, controlled, and tested from the VA Police dispatch and communications center. Performance Period: The Contractor shall complete the work required under this SOW in 730 calendar days or less from issuance of Notice to Proceed (NTP). The Method of Contractor Selection has not been determined at this Time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
