Site work, paving and new construction of a mixed-use development in Little Rock, Arkansas. Completed plans call for the construction of a bridge / tunnel; for site work for a bridge / tunnel; road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

The Project consists of construction of approximately 22,000-feet of bike trail from the Pulaski- Saline County line to Hilaro Springs Road in county-owned right-of-way. The project will consist of construction of 10-foot wide concrete bike trail, two new reinforced concrete box culverts, a 120-foot prefabricated steel truss pedestrian bridge, marked roadway crossings, striping, safety railing, and miscellaneous related items. Bids will be received for a single prime contract. Bids shall be on a unit price basis. Bidders are required to complete Document 00 45 13, Qualification Statement. Pulaski County herby notifies all bidders that this contract is subject to applicable labor laws, non- discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Act of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply. A State of Arkansas Contractor's License is not required to bid on the project; however, no contractor shall submit a bid prior to submitting an initial application (which does not require a full audit) for licensure, and no Project No. 17019260 SOUTHWEST TRAIL, PULASKI SALINE COUNTY LINE TO HILARO SPRINGS ROAD construction contract shall be executed until the successful bidder has furnished an appropriate license issued. Bids shall be accompanied by a cashier's or certified check upon a national or state bank in an amount of five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fifteen (15) days after notice of award of Contract to him. Such bid guarantee shall be made payable to Pulaski County. The successful bidder must furnish a performance, payment, and maintenance bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner. Bids must remain in effect for 60 days after the bid opening date. Within 60 days from the bid date, the Owner may award the contract to the lowest responsive, responsible bidder or reject any or all bids for the project.
