**As of October 12, project was awarded to APG but awarded amount is not available.** The City of Gardner is requesting qualified contractors to submit proposals for Unit 2 9th Stage Hook Fit Repair. All questions regarding the proposal documents and proposal should be directed in writing via e-mail or posted mail to the contact listed below. Gonz Garcia Utilities Director ggarcia@gardnerkansas.gov Pre-proposal questions will be accepted until Monday, August 22, 2023 at 11:00 AM. 1.0 PRE-OUTAGE MEETING 1.1 Discuss outage start dates and manpower requirements 1.2 Review onsite parts, discuss parts purchasing and vendor schedules 1.3 Finalize workscope including any specific options or specialized services 2.0 PRE-MOBILIZATION 2.1 Assign project management and crew for the project 2.2 Confirm unit release date 3.0 OUTAGE SET-UP 3.1 Technical Director to arrive at project site not fewer than one day prior to release date 3.2 Locate and visually inspect customer's spareparts 3.3 Witness shutdown checks and isolate unit; perform lockout-tagout (LOTO) with crew 3.4 Take photographs of unit prior to disassembly 4.0 DISASSEMBLY 4.1 Perform the alignment checks before starting any unit disassembly 4.2 Remove accessory couplingguard 4.3 Remove load couplingguard 4.4 Remove coupling, inspect and check alignment 4.5 Remove turbine compartment side panels and roof 4.6 Perform combustion inspection disassembly operations as follows: 4.6.1 Remove the flame detectors 4.6.2 Remove the primary fuel pigtails 4.6.3 Remove the false start drain tubing 4.6.4 Remove thespark plugs 4.6.5 Remove upper and lower-half cooling and sealing air piping 4.6.6 Remove fuel nozzle-end cover assemblies 4.6.7 Remove the crossfire tube retainers, combustion liners, and crossfire tubes 4.7 Remove outer combustioncasings 4.8 Remove wheel spacethermocouples 4.9 Remove upper and lower-half cooling and sealing air piping START-UP CHECKS (CONTRACTOR & CITY) 7.1 Clean up, operate, and leak check unit 7.2 Make a visual inspection of the unit, and check to see that all have been completed: 7.2.1 All removed piping has been reinstalled 7.2.2 All removed conduit has been reinstalled and electrical connections are complete 7.2.3 Correct any leaks that are observed 7.2.4 Inspect inlet and exhaust plenum with customer and close doors 7.3 Remove LOTO 7.4 Pre-start check 7.5 Record all panel readings 7.6 Check operation of cool down / emergency oil pump 7.7 Make visual inspection of bearing oil drains 7.8 Place unit on turning gear 7.9 Observe for leaks, abnormal noises, or control problems 7.10 Take a complete set of running data 8. DEMOBILIZATION 8.1 Address customer's punch list if applicable 8.2 Load tools and ship 8.3 Finalize all paperwork and submit unit outage photos 8.4 Submit final report: due 30 days after outage completion 8.5 Complete contractor performance surveys 9. SHOP SERVICES 9.1 Transport casing to repair facility. 9.2 Receive casing. 9.3 Set up in Vertical Turret Lathe (VTL). 9.4 Machine prep for hook fit ring. 9.5 Make hook fit ring. 9.6 Install hook fit ring. 9.7 Final machine hook. 9.8 Final inspections. 9.9 Prep to ship. 9.10 Return transport casing to site.
