Community Development Block Grant Program (CDBG), to provide housing services for low-to-moderateincome individuals. The purpose of this Request for Proposal is to develop a pool of prequalified
Responders to support the Raise the Roof II program. This is a revitalization program that replaces
dilapidated roofs for elderly and/or disabled homeowners in the City of Shreveport. The program is used
primarily to address emergency roof repairs that pose imminent danger to the homeowner. The program has
the prerequisite that the house must be located within the City limits of Shreveport, basically structurally
sound, and in compliance with minimum property standards.
Throughout Shreveport, particularly the nineteen (19) CDBG targeted neighborhoods, are areas where
homes are showing signs of deteriorated roofs evidenced by severe peeling, dents, holes, cracks, curled,
sunken and buckled roofs, rotten and missing shingles, movement, leaking, water ingress, and other
severely deteriorated roof surfaces. In an effort to address storm damage, aging, and leaking roofs, we are
requesting Proposals for Residential Roofing Responders to perform full roof replacement or repair services
for Raise the Roof II program. The City of Shreveport will determine the number of houses to be serviced
based on the amount of funds in the budget for the current program year
