Renovation of an educational facility in Oxford, Connecticut. Completed plans call for the renovation of a educational facility.
The Town of Oxford Board of Education Central Office (hereinafter referred to as the Board), is seeking proposals from qualified HVAC general contractors (the Bidders) to remove the existing heating, ventilation and building management systems at the Great Oak Elementary School (GOES 50 Great Oak Road, Oxford Ct. 06478) and install replacement equipment based on an engineered design and equipment specification included in Appendix A of this RFP. All work must be completed between the Award Date and December 31, 2024. All inquiries regarding this request shall be answered via email until the close of business on August 23, 2023, after which time no additional questions will be accepted. Inquiries/Questions must be emailed to the BOE COO at dagostinom@oxfordpublicschools.org. Services Required and/ or M aterials to be Purchased and Installed Scope of Work VRF: o Furnish and install (7) Heat Recovery, M ax Heat VRF systems o Furnish and install (2) ceiling cassette evaporators in each classroom o Furnish and install (3) ceiling cassette evaporators in Literacy, Learning, M edia Center, Art Room, & M usic o Furnish and install console wall evaporators throughout the hallways as specified o Furnish and install mode changing units to provide simultaneous heating and cooling capability o Furnish and install sensors and thermostats to control facility temperatures. o Furnish and install motion sensors on classroom units to provide occupied/ unoccupied temperature and ventilation control o Furnish and install copper refrigerant piping from outdoor condensers to indoor cassette's o Furnish and install condensate removal systems for indoor cassettes. o Furnish and install metal channel (painted to match the building color) to cover any exposed piping on the outside of the building o Furnish and install security fencing around each Condenser Unit Installation complete with an access gate and security lock. All access gate locks must be opened with one master key. Scope of Work: Controls: - Furnish and install Cool Automation Cool M aster Pro controller capable of handling 255 indoor pieces of equipment. - Provide a five (5)-year monitoring and maintenance agreement. - Provide interconnection to all the VRF equipment. - Provide schedule options with setback and occupied/ unoccupied settings for each piece of newly installed equipment. - Furnish and install thermostats for the classrooms - Provide control to the 9-ERV's through the Cool M aster Pro. - Provide control through the Cool M aster Pro enabling the fan and monitoring the status, co2 monitoring, and monitoring during the occupied/ unoccupied schedule. - Provide custom graphics that will reside on the Cool Automation cloud based front end, that can be accessed by anyone at any time that has been given permission. - Provide remote alarming via email or text messages to the school's maintenance personnel as well as service provider. - Provide energy use reports. - Provide pre-error notifications. - Provide monitoring of the building. - Provide data trending. - Provide training and turnkey setup - Install operation and preventive maintenance procedures - Train local staff. Scope of Work Electrical VRF: o Disconnect and make safe all power to electric heat ventilators in classrooms and hallways AFTER new systems have been installed and commissioned. o Disconnect and make safe power to exhaust fans to be removed o Remove and dispose (20) of current electric baseboards in corridors o Furnish and install (20) new electric baseboards in corridors o Furnish and install wiring for (7) VRF systems, indoor heads and branch boxes with 208v single phase o Furnish and install wiring for (7) VRF condensing systems. Each system has 3 condensers, 3 system 460v 3phase with the rest being 208/ 230 3 phase o Furnish and install wiring for (9) ERV fresh air systems with 208v single phase o Furnish and install GFI receptacles by condensers o Furnish and install service switches on all equipment o Provide complete as-builts and O&M Procedures within 90 day of project completion. Scope of Work Fresh Air/ Ventilation: o Demo and dispose existing ventilation ductwork in the attic in the areas where ERV's are being installed. Existing exhaust fans not being used will be removed o Furnish and install (9) RenewAire model HE-1X-1NV Energy Recovery Ventilators with ECM motors and electric reheat coils for fresh air into building. o Furnish and install (9) ducted VRF indoor units and connect to ERV fresh air duct o Furnish and install new exhaust ductwork from existing bathrooms and Janitor closets and connect to ERV in each area o Furnish and install new outside air ductwork from outside air louvers o Furnish and install (4) new louvers and connect to ERV o Furnish and install new relief air ductwork from ERV to relief louvers o Furnish and install new fresh air ductwork from ERV to each classroom o Furnish and install new fresh air supply grilles and existing bathrooms/ Janitor exhaust grilles o Provide fresh air and outside air ductwork insulated per code. o Fire dampers shall be installed in ductwork passing thru fire rated barriers in the attic per code. Scope of Work Construction: o Complete removal and disposal of classroom ventilators o Furnish and install tile patching on floors where heaters were removed o Furnish and install new aluminum clad ply under windows where vents were o Furnish and install painting to match room where heaters were removed o Furnish and install painting to match outside of building where aluminum clad ply was installed o Furnish and install walkways and platforms for attic HVAC equipment as required by building code. Scope of Work Electrical ERV's: o Furnish and install (2 lights per piece of equipment) LED lighting to attic space o Remove and dispose (20) of current electric baseboards in corridors o Furnish and install (20) new electric baseboards in corridors o Furnish and install wiring for (9) ERV fresh air systems with 208v single phase o Furnish and install service switches on all equipment o Provide complete as-builts and O&M 's Scope of Work M ason: o Furnish all equipment to access required work areas o Install CM U infills as required at interior and exterior areas shown on the mechanical demo plan provided by Air Temp o Removal of existing units. o Exterior CM U to match existing as close as possible Project Completion Tasks: o Factory startup and commissioning on all new equipment o Testing and balancing on air equipment o Extended warrantee procedure on VRF equipment o Professional site cleaning o Establish spare parts stock o Complete as-built drawings o O&M 's on all new equipment o Full site training on use and operation of new equipment o Video recording of training o Permits and inspections o Establish five year preventive maintenance program and contract
