Purchase and Installation of Audio and Video Equipment for the Hawaii State Capitol House of Representatives Chamber Questions relating to this solicitation may be directed to Brian L. The House of Representatives reserves the right to cancel this IFB and to reject any or all offers and to waive any defects in an offer for the best interest of the public. a. System Specification 1. Equipment Racks: 1. New AV racks shall be procured to house all AV equipment 2. AV Network: 1. A dedicated AV network shall be provided. It shall be the responsibility of the AV Contractor to configure AV network for AV system requirements 2. AV network shall consist of 48 ports of dedicated POE+, 2,880W capable switches. Switches shall also support PoE++. The AV Contractor shall provide and verify all required accessories and licenses 3. AV network switches shall support 8x 10Gig SFP+ ports 4. All AV network cabling provided by the Contractor shall adhere to the CAT6A standard. Contractor shall provide test reports prior to system closeout documenting cable certifications 3. Control System: 1. A control system with a hardware central controller shall be provided to integrate and simplify equipment control. 2. Control system shall monitor all equipment and provide bidirectional communications where possible and report equipment health and status. 3. Touchscreen controllers shall be provided for each section a. Contractor shall make adjustments to control system according to House feedback after the system has been in use for no less than 60 calendar days. 4. Audio System: 1. A Digital Signal Processor shall be installed as the primary audio controller and routing platform a. The system processor shall store a design that shall be comprised of audio, video and control components, wiring, links, text, and graphics on a single or multiple schematic pages. Designs shall include any of the following audio DSP, video, test and measurement components, control components, and layout components: Acoustic Echo Cancellers, Command Buttons and Triggers, Camera Router, USB Audio Bridge, USB Video Bridge. b. The system shall have the capability of operating in a completely dual-redundant manner. The processor shall be able to support a second synchronized backup processor with complete automatic failover in ten seconds or less. Each processor and I/O peripheral shall have redundant network connections with simultaneous, identical network streams for seamless networked audio failover. c. DSP shall support Dante natively d. DSP shall have 16 Mic/Line Inputs e. DSP shall have 8 Line Outputs f. AV Contractor shall provide and verify all required licenses for DSP. 2. Multi-Channel Amplified Controllers and Speakers a. (2) - Two-Way passive enclosure with six 5" drivers and three 1.75" diaphragm compression drivers, coupled to a waveguide. i. Must be 140 degree horizontal and 26 degree vertical coverage pattern ii. Must have line source directivity iii. Nominal impedance: 8-ohm iv. Maximum SPL: 137 dB b. (2) - Passive low-end extension featuring two 12" speakers with high-excursion drivers and optimized laminar vents i. Nominal impedance: 8-ohm ii. Usable Bandwidth: 40hz - 130hz iii. Maximum SPL: 137 dB c. (2) - Compact passive subwoofer with a high-excursion i. 18" transducer mounted in a dual bass reflex tuned enclosure d. (2) - Install-Specific 2-Way passive enclosure with 10"/ 2.5" speaker i. Must be 70 degrees / 110 degrees symmetric or 90 degrees asymmetric ii. Speaker must have four point rigging hardware to combine both speakers together iii. Nominal Impedance: 8-ohm iv. Maximum SPL: 140dB e. (2) - System amplifier with integrated DSP controller - 4 x 1,000W at 4-ohms or 8-ohms i. Output power (no limiter 200 ms sine bursts,1 kHz, < 1% THD, all channels): 1. 4 x 1000 W at 8 or 4 ohms ii. DSP: 1. SHARC 32-bit, floating point, 96 kHz Sampling frequency 2. Routing inputs/outputs: flexible 4 x 4 routing and summation matrix 3. Latency for analog and digital inputs: a. In standard operating mode: 3.84 ms b. In low latency operating mode: 0.76 ms iii. AVB input 1. MILAN(TM)-certified 2. 4 channels 48 kHz / 96 kHz from 1 stream of up to 8 channels 3. Standards: Ethernet AVB IEEE 802.1BA2011, Number: 1, Class: A 4. Latency: 2 ms max 5. Formats: AAF PCM32 or IEC 61883-6 AM824 at 48 kHz or 96 kHz 6. Clock: synchronized on clock of the connected AVB input stream 3. Wired microphones shall be provided at each representative desk a. Microphones shall have a shock-mount plate with quiet switch b. Microphones shall be wired to the plate with a 3Ft Balanced XLR Cable 5. Video System: 1. Broadcast Video Switcher
