Project Description The City initiated the Carillion Boulevard Near-Term Improvement Plan in 2022 (prepared by GHD) to look at alternatives to reduce vehicle speeds, improve safety for all modes of travel, increase the bike lane width, and not limit the implementation of the long-term alternatives identified in a previous study along Carillion Boulevard. From this study there were several recommendations of safety improvements to be made to the Carillion Boulevard corridor.Recommended improvements include: ? Reduction of travel lane widths to 11 feet to provide 4 feet wide bike lanes ? Green bike lane markings at all intersections ? Addition of a bike lane on southbound Carillion Boulevard between Twin Cities Road and Lake Park Avenue ? Eliminating the North Trail Crossing and Rapid Rectangular Flashing Beacons (RRFBs) ? Installation of ladder style crosswalks at all intersections ? New RRFBs on NB or SB Carillion Boulevard at Vauxhall Avenue crossing (with analysis to determine best location [north or south side of intersection]) ? New ADA pedestrian curb ramps replacing non-compliant curb ramps ? Evaluate feasibility of new median refuge island and median RRFBs at the existing Lake Canyon Avenue, Elk Hills Drive, Trail Crossing RRFB locations and the proposed Vauxhall Avenue RRFB ? 2 inch-mill and overlay is proposed, road maintenance options to be determined ? Identify locations and bounds for dig outs or other repairs for localized roadway failures Scope of Work The selected Consultant will base their proposal on providing the following engineering services and may add, expand, or more fully define any steps necessary to achieve the Project’s goals. The chosen Consultant shall provide professional services through the bid and award and construction phase of the project and the agreement will be written as such. A list of these services to include are: ? Preliminary engineering, and environmental phases including: o Civil, design, geotechnical investigations and land surveying o Environmental services for California Environmental Quality Act compliance o Project management, meetings, and agendas/minutes o Public outreach will be necessary due to the anticipated impacts this project will have on the community. While the City envisions a community informational meeting and an update to City Council, other pertinent efforts may be appropriate and could include any of the following: project website, fliers,mailers, newspaper articles, or letters o Plans, technical specifications and estimates (65%, 90%, and Final) for construction o Create comment matrix for each submittal and provide responses to comments o Evaluation and selection of road maintenance options o Services during bidding and during construction All design work shall be in accordance with the requirements of the Sacramento County Standards and the City of Galt standards.
