Site work for a water / sewer project in Stillwater, Oklahoma. Completed plans call for site work for a water / sewer project.

The Stillwater Utilities Authority (SUA) will utilize a two-step bidding process to select a successful bidder for this project as follows: Step 1: PREQUALIFICATION REQUIRED - Prospective bidders must complete and submit a Statement of Qualifications for all work to be performed for the project. This includes identifying and submitting qualifications for proposed subcontractors to be used to complete portions of the work identified in the Instructions to Bidders. Bids received from prospective bidders that are not prequalified will not be accepted and will be returned unopened. Step 2: PREQUALIFIED BIDDERS SUBMIT A BID - Prospective bidders that have been deemed qualified must complete and submit a bid in accordance with the bidding requirements. Bids shall be opened and read aloud at the above stated time for receipt of bids. Bid opening will occur in Room 1112 "B" of the Municipal Building, 723 South Lewis, Stillwater, Oklahoma, 74074. Statements of Qualifications and Sealed Bids will be received electronically through website by the due dates listed above. To register for the City's online bidding portal, visit website. Statements of Qualifications and Bids shall be submitted as stated in the Instructions to Bidders. Any bid received by the City Clerk more than ninety-six (96) hours, excluding Saturdays, Sundays and holidays, before the time set for the opening of bids, or any bid so received after the time set for opening of bids, shall not be considered and shall be returned unopened to the bidder submitting same. Statements of Qualifications and Bids will be referred to city staff for evaluation. The SUA may award to the "lowest and best responsible bidder". The SUA reserves the right to reject any or all bids or portions thereof and to waive any technicalities in the bidding process. No bid may be altered, withdrawn, or resubmitted within 45 days after the date set for the opening of bids. The successful bidder shall execute a contract within 14 days of Notice of Award by the city. The successful bidder shall file a performance bond, maintenance bond, statutory bond and certificates of insurance in the statutory amounts for public liability and workers compensation insurance at the time of signing the contract. Any agreement entered into as a result of this invitation to bid shall be construed under the laws of the State of Oklahoma, and the venue for enforcement of the agreement shall be Payne County in the State of Oklahoma. The SUA may issue addenda as may be necessary in the best interest of the public and the SUA. Addenda may amend the date and/or time for receipt of bids. or any specification, item, document, or requirement in the Bidding Documents upon notice to all prospective bidders who signed the sign-in sheet at the Pre-Bid Conference. This project is to be financed by a loan from the Oklahoma Water Resources Board through the Department of Environmental Quality Drinking Water State Revolving Fund (DWSRF) and shall be referred to as DWSRF Project No. P40-1021220-05. The bidder commits itself to the affirmative steps to contract with small, minority and women's businesses contained herein and all other requirements, terms and conditions of these bid conditions by submitting a properly signed bid.
